Job Summary

Saltwater Inc. is seeking two Essential Fish Habitat (EFH) Consultants to support the Great Atlantic Regional Fisheries Office (GARFO) in the technical and environmental review of projects related to offshore wind energy and other federal actions. The role is full‑time, with a one‑year base period and the potential for up to three option periods.

NOAA Fisheries GARFO, 55 Great Republic Dr., Gloucester, MA 01930

Compensation

Salary: $35–$50 per hour, depending on experience.

Duties
  • Review public notices in the Federal Register and provide technical review of project development information related to conservation of living marine resources.
  • Conduct literature reviews to obtain background information.
  • Review study designs, Environmental Impact Statements, Site Assessment Plans, Construction and Operations Plans, and monitoring plans, and provide recommendations on how to avoid, minimize or compensate for adverse impacts to habitats and fisheries resources.
  • Collect, compile, and analyze complex data and identify trends.
  • Enter data and conduct quality control reviews.
  • Draft responses, reports and reviews.
  • Conduct and document site visits.
  • Copy documents, compile records, organize and maintain filing systems (including electronic filing).
  • Prepare maps and other geographical displays and analyses.
  • Provide recommendations to HESD on issues associated with the conservation of living marine resources.
  • Attend meetings, conferences, conference calls, and site visits.
  • Write reports and make oral presentations before professional and varied audiences.
Minimum Qualifications

Possess a bachelor’s or master’s degree in an environmental science or related discipline (e.g., biology, ecology, fisheries biology, marine biology, natural resource management, conservation biology, landscape ecology, or restoration ecology). A relevant degree may be substituted by two additional years of relevant experience.
