This position is located at Dakota Gasification Company in Beulah, ND. This position is open to varying levels based on experience.
Provide engineering support to ensure compliance with all federal, state, and local environmental legislation and regulations. This includes responsibilities for solid and hazardous wastes, coordination of compliance with the Resource Conservation and Recovery Act (RCRA), Superfund Amendments and Reauthorization Act (SARA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and Emergency Planning and Community Right-to-Know Act (EPCRA). Responsibilities include RCRA hazardous waste biennial reports, waste manifesting, SARA Section 311/312/313 reporting, Toxic Release Inventory, CERCLA/EPCRA emergency reporting, and initiatives such as the Spill Prevention Countermeasure and Control (SPCC) plan and Federal Response Plan (FRP).
Coordinate and oversee solid waste landfill operation, including quarterly summary reports, permitting, and QA/QC report submittal for newly-constructed landfill phases. Implement, plan, conduct, and oversee Continuous Emissions Monitoring (CEM), Title V Permit, Prevention of Significant Deterioration (PSD) of Air Quality, New Source Review (NSR) requirements, air emissions standards, and Maximum Achievable Control Technology (MACT). Responsibilities include air emission regulatory reporting, chemical reporting, annual air emission inventory reporting, supervising compliance testing, Relative Accuracy Test Audits (RATA’s), and permit renewals.
Monitor, plan, and implement new EPA rules related to waste or air.
- Perform all environmental protection engineering activities related to hazardous waste and solid waste, including the environmental components of plant design such as tanks, wastewater treatment, surge ponds, deep wells, and waste facilities.
- Support compliance with federal, state, and local environmental regulations, including required reports and monitoring related to SARA/CERCLA/EPCRA release reporting, chemical inventory reporting, and Toxic Release Inventory.
- Prepare environmental permit applications for ash disposal, maintain existing waste disposal permits, and prepare or review quarterly ash reports.
- Review and monitor upcoming legislation and regulations regarding solid and hazardous waste with potential operational impact; inform strategy.
- Provide periodic updates and training to plant personnel on the SPCC/FRP plan and EPA requirements; collaborate with environmental, safety, operations, and maintenance staff for implementation.
- Monitor chemical and RCRA‑related regulatory programs; coordinate regulatory status of feed stocks, fuels, and process streams.
- Direct hazardous and solid waste activities, including operation of Central Waste Storage and Satellite Accumulation Areas.
- Prepare environmental permit applications for hazardous waste storage and corrective action at the facility.
- Evaluate and recommend environmental consultants; develop scope of work, technical job specifications, and oversee technical accuracy and cost control.
- Coordinate groundwater monitoring program for RCRA and solid waste disposal compliance.
- Coordinate or monitor all hazardous and non‑hazardous waste disposal.
- Ensure accurate and timely reporting for local, state, and federal regulatory agencies.
- Perform regulatory analysis of proposed plant changes for air program impact; prepare permit applications for changes, Title V, minor source, and Plant‑wide Applicability Limit (PAL) renewals.
- Prepare or review internal and agency submittals for quarterly excess emissions reports, semi‑annual and annual deviation and certification reports, ambient monitoring reports, monthly PALs, MACT reports, semi‑annual LDAR reports, and annual emission inventories.
- Supervise or assist in compliance demonstration emissions testing and RATA activities.
- Perform other duties as assigned.
