Under general supervision, provides support of the City's Stormwater Management Program and NPDES Construction Stormwater permitting program by assisting in the management of the erosion and sediment control permit database, site inspection, and enforcement. Also serves as an inspector for construction projects to ensure compliance with City's plans and specifications. Scope of Responsibility:
The Engineering Technician I within the Storm Sewer Utility spends a proportionately high percentage of time performing inspections of private construction sites for compliance of erosion and sediment control permits, inspection of City owned stormwater facilities, and performing field verifications of performance of contractors on City led projects during the construction season. During winter months, the job is focused on assisting with administrative tasks associated with the City's Stormwater Management Program and NDPES Construction Stormwater permitting program.
This position will also be required to assist with the City's annual levee inspections.
Essential Duties and Responsibilities:
* Assists in the administration of the NPDES Construction Stormwater permitting.
* Completes inspections of private construction sites for erosion and sediment control permit and Storm Water Pollution Prevention (SWPPP) compliance;
* Communicates deficiencies of sites to owner and issues violations for nonconforming sites;
* Frequently interacts with others throughout City departments, to provide technical information on construction related stormwater issues.
* Assists in the administration of the City's Stormwater Management Program.
* Completes annual inspections of City owned stormwater facilities, including identifying and documenting deficiencies to be corrected;
* Completes annual inspections of privately-owned stormwater facilities and communicate deficiencies to owner;
* Monitor construction sites for adherence and compliance with specifications.
* Verifies location, alignment, elevations, compaction, etc;
* Coordination of testing of compaction, aggregate, concrete, asphalt, water samples, etc.;
* Prepares and recommends release of payments for work performed in a satisfactory manner.
* Assists in preparation of preliminary designs and specifications for public works projects such as water, sewer and storm drain systems; and street grades, curbs, gutter, sidewalk, street lights and signals according to established procedures and to comply with departmental standards
* Inspects public works projects in progress and completed including observing installation and testing of certain components to ensure compliance to project specifications and City Standards; maintains records of inspections performed as required.
* Completes annual levee inspections of City owned flood mitigation measures
* Reviews as-builts of levees and USACE levee inspection program requirements
* Documents conditions of levees, flood walls, and storm sewer lift stations
* Assists with emergency technical duties and floodplain management.
* During flood events inspects and/or provides technical assistance to field inspectors;
* Stake sandbag/flood protection levees; verify elevations are correct;
* Performs some inspection of levees for proper construction;
* Establish flood protection elevations prior to construction;
* Verify as built elevations for floodplain certification.
* Provides work instruction to seasonal/temporary staff persons responsible for assisting in survey work and construction projects.
* Provides training and work direction, ensuring the employee knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss; ensures that each employee:

* While performing the same or similar work as employees under the line of authority, serves as a team leader, assigning particular work to their co-workers using informed and independent judgment when making these assignments.
* Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
* Interacts with public, contractors and utility representatives to respond to general inquiries, provide information and/or to refer individual(s) to supervisor or other appropriate personnel to resolve issues;
* Frequently interacts with others in the work unit, or across departments, to exchange detailed and/or technical information.
