The Opportunity
Ulteig is seeking a Technical Manager for the North Dakota, South Dakota, and Minnesota markets. The candidate will lead a team, build the company’s reputation and brand, develop staff, and deliver projects for business growth. They will report directly to the Associate Director for Surface Transportation and work closely with sales, marketing, HR, and project management teams.
What You’ll Do Project Technical Leadership - 50%- Manage and lead engineering activities during proposal, design, and construction of surface transportation projects.
- Maintain high levels of quality and responsiveness to meet internal and external client needs.
- Assign, manage, and coordinate staffing and workload for the team to support project development.
- Review project drawings, calculations and specifications, assuming responsibility as needed.
- Provide strategic direction, leadership, and technical oversight to achieve individual, team, department and enterprise goals.
- Develop staff technical, leadership and soft skills through goal setting, career planning, one‑on‑one meetings and performance reviews.
- Communicate department and team decisions, strategies and rationale.
- Foster an environment where training, self‑development, quality and innovation are core values.
- Establish a safe and inclusive workplace for all employees.
- Manage, develop and leverage client relationships through regular contact with key clients.
- Partner across the organization to promote revenue growth and service expansion.
- Support proposal development with the Proposal Development Team, Project Technical Teams, SMEs and other departments.
- Develop and implement operating policies, tools, resources and processes that enable success.
- Collaborate with shared services to ensure processes and tools meet business needs and enable project tracking and reporting.
- BS in Civil Engineering, Planning, or equivalent (required).
- Civil Professional Engineer (PE), Professional Traffic Operations Engineer (PTOE), or American Institute of Certified Planners (AICP) licensure (required).
- 10+ years of engineering experience in design and/or construction in transportation engineering (required).
- Strong interpersonal skills and ability to build effective working relationships.
- Analytical, self‑motivated with ability to work in high‑pressure environments while maintaining a positive attitude.
- Strong information management skills.
- High initiative and ability to manage multiple projects with clear expectations and timeliness.
- Excellent presentation and verbal/written communication skills.
- Initiative in exploring new opportunities and understanding risk.
- Able to travel up to one week per month.
- Proven experience with Microsoft Office and relevant specialty software.
- Openness to innovation, embracing evolving technology and AI tools.
- Authorization to work permanently in the U.S. (required).

- Target base compensation $141,800–$184,400 per year, based on skills, education, training, location and experience.
