Position SummaryThe LEA Business Manager will provide financial leadership for the local districts/schools to which they are assigned. This includes budgeting, accounting, reporting, and control procedures. A customer service focus must be present in the performance of all job duties. The Manager must be a collaborative leader and able to manage all financial matters of the districts. They must work effectively and communicate well with fellow ISD employees and all stakeholders.
Essential Duties and Responsibilities- Responsible for all accounting and financial matters of the district
- Maintain chart of accounts for the accounting system
- Employ sound accounting practices
- Prepare, enter, and maintain general journal entries
- Maintain written manuals, procedures, suspense files, requisitions, purchasing, budgeting, and payments in compliance with standards
- Preparation of the district’s annual budget
- Budget development and review/approval with Superintendent and Board
- Prepare budget amendments
- Prepare monthly reports tracking actual spending vs budget
- Month end close of financial system
- Reconciliation of key cash and balance sheet accounts
- Monthly reconciliation of all bank statements
- Internal controls and annual audit
- Preparation of schedules and data for audit
- Key interface with auditors
- Write MD&A for audit report
- Submit required reports and follow‑up actions
- Maintain system of internal control procedures
- Monitor funds and approve expenditures
- Assist Superintendent with district operations according to budgets and laws
- Preparation of required reports and schedules
- Monthly Financial report
- Balance Sheet
- Revenue & Expenditure details
- Cash Flow
- Reports for title funds including annual consolidated application
- Required local, state, and federal reports
- Oversee financial functions performed by other ISD staff
- District payroll and related taxes
- Ensure timely payment of obligations
- Requisition procedure for purchases
- Determine millage rates and prepare L-4029
- Reconcile property taxes from township
- Invest receipts and reserves
- Other responsibilities
- Attend board and committee meetings and present financial information
- Negotiate employment contracts
- Maintain Capital Asset Inventory
- Prepare and analyze bond issues, debt schedules, projections
- Solicit bids for food service management and insurance coverage
- Maintain professional certification and knowledge
- Membership in professional organizations; continuing education
- Monitor legislation; advise Superintendent
- In‑person attendance required
- Bachelor’s degree in accounting, finance, or business encouraged
- Master’s degree in accounting, finance, or business is a plus
- Three years’ experience in Michigan public school finance or comparable positions preferred
- MSBO Business Office Manager certification required; must be pursued if not held
- MSBO Chief Financial Officer certification preferred
- Valid Michigan driver’s license and good driving record required
Skills and Abilities
- Knowledge of Generally Accepted Accounting Principles
- Understanding of public finance trends
- Experience in business operations of multi‑department organization
- Strong communication and interpersonal skills
- Proficient in Microsoft Word and Excel; at least master level
- Experience with current financial software; proficiency in Munis preferred
- Organized, dependable; respects confidentiality
- Ability to work within given time and cost constraints
- Anticipated employment date: as soon as possible
- Duration: 52‑week position
- Salary based on qualifications and experience
- Paid health, dental, vision, life, and long‑term disability insurances; sick and vacation days
- Position is FLSA exempt
