Position Scope

The Apprenticeship & IRA Compliance Specialist is responsible for overseeing company-wide compliance with the Inflation Reduction Act’s (IRA) apprenticeship and prevailing wage requirements. This role ensures proper documentation, reporting, and coordination between field operations, internal teams, and third-party compliance consultants to maintain eligibility for IRA tax incentives.

This is an onsite position, based out of our Fargo, North Dakota office.

Job Duties and Responsibilities
  • Oversee the full lifecycle of PACK Power’s Apprenticeship Program, including enrollment, tracking, documentation, and progression.
  • Develops, administers, and continuously improves the company’s IRA and apprenticeship programs to ensure compliance with federal and state requirements.
  • Partner with state and federal apprenticeship agencies to maintain compliance with Department of Labor standards.
  • Acts as primary liaison with federal and state agencies, auditors, and third-party consultants.
  • Track on‑job training (OJT) hours, classroom instruction, and skill sign‑offs in accordance with registered program requirements.
  • Serve as the primary point of contact for apprentices, foremen, and field leaders on program questions, requirements, and advancement steps.
  • Develop communication materials, handbooks, and progress reports to keep participants and supervisors informed.
  • Work with Field Trainers and Operations leadership to define technical competencies by role and ensure consistent evaluation criteria.
  • Monitor internal tracking systems for apprenticeship programs.
  • Gather and analyze data to provide recommendations for improving the apprentice‑to‑foreman pipeline.
  • Collaborates with operations and HR teams to align apprenticeship participation with business goals, forecasting labor needs and talent pipelines.
  • Partner closely with HR, Safety, and Operations to ensure training and compliance align with company policies and project needs.
  • Maintain accurate reporting for leadership on apprenticeship status, completions, and workforce readiness.
  • Prepare and submit certified payroll reports weekly and ensure timely submission through the clients required platforms.
  • Review labor classifications, fringe benefit allocations, and compliance statements in collaboration with payroll and client requirements.
  • Respond to audit inquiries or requests for supporting documentation from the third‑party carrier, clients, or regulatory agencies.
  • Review weekly labor hours, ensuring apprenticeship utilization ratios are accurately tracked and reported in compliance with IRA guidelines (e.g., 15% apprentice hours).
  • Oversees audits, reporting, and recordkeeping requirements with limited supervision, ensuring timely submission and accuracy of data.
Education and Work Experience
  • Minimum 2+ years of experience in construction workforce development, training coordination, or apprenticeship administration.
  • Prior experience with apprenticeship programs and/or certified payroll strongly preferred.
