Federal Programs Manager Position Purpose

The Federal Programs Manager is responsible for implementing the Supplemental Nutrition Assistance Program (SNAP) Outreach Program and Commodity Supplemental Food Program (CSFP) in ND. This position will work with partner feeding programs and community partners to identify and implement appropriate and successful outreach methods while coordinating programmatic elements statewide. They will cultivate relationships within our network and the broader community to build awareness of federal programs, increase agency support, and establish a strong presence throughout the state.

Additionally,

this position will monitor program compliance and food safety in line with Great Plains Food Bank, Feeding America, and USDA standards.

Use referral tools, community outreach, and new solutions to support neighbors in SNAP application assistance and expand the scope of outreach work. Contribute to food distribution through managing and administering CSFP.

Work closely with North Dakota DHHS and DPI to ensure continued compliance with regulations and requirements, including product procurement, inventory, relationship management, and programmatic execution requirements.

Determine priorities and goals for SNAP State Outreach Plan.

Plan and implement projects related to SNAP Outreach and CSFP.

Create, implement, and maintain streamlined processes to receive referrals from outside organizations.

Participate in visits at GPFB Partner Agencies and other community-based organizations to perform outreach and provide program specific required training.

Provide positive experience through responsive feedback and excellent customer service.

Assist individuals with application completion for SNAP and other benefits as eligible and available.

Develop new resources and tools (posters, brochures, social media posts etc.) for targeted populations to bring new and innovative outreach activities and ideas to enhance the program.

Assist with the research, expansion, and implementation of new programs.

Track and analyze necessary data and complete required reporting.

Maintain accurate records, client files, and program metrics in accordance with internal policies and funding requirements.

Complete all paperwork related to programs/services as eligible.

Complete internal and external reports as required.

Use collected data to determine prioritization of outreach and enrollment

efforts.

Leverage community relationships to meet neighbors where they're at and serve as a connector between and among relevant programs and services.

Collaborate with GPFB Partner Agency Network and engage other community-based organizations to build awareness of the SNAP Outreach Program, with an emphasis on cultivating new relationships.

Conduct CSFP initiatives to engage new partners and clients.

Participate in meetings, webinars, and events with Feeding America, local/state associations, and others to share and learn best practices, increase knowledge, and improve access to resources.

Establish and maintain effective, courteous relationships with all employees, neighbors, and other stakeholders.

Recruit, hire, and supervise Federal Programs Coordinators.

Organize workflow and ensure that employees understand their duties or delegated tasks.

Monitor employee productivity and provide constructive feedback and coaching.

Successful candidates for this position will have at least 4 years of relevant skills, education, or experience in human or social services, social work, or related field. Emphasis on community outreach, project management, customer experience, and comfort working with at-risk and vulnerable populations is preferred. Valid driver's license, ability to travel statewide and flexibility to attend meetings and events in evenings and/or on weekends required.
