Under general supervision by the Safety and Training Manager, the Training Specialist oversees the safety and training programs for the City of Fargo's Transit Department. Incumbents draw upon training, experience and guidelines established by the Department and state and federal transportation agencies to ensure that the department meets all safety and training requirements.

Scope of Responsibility:

The Training Specialist plans and coordinates all activities for new and current Fixed Route and Paratransit Bus Operators and supervisory staff. The incumbent develops training materials and conducts classroom training sessions for, but not limited to:
Customer Service, Drug and Alcohol Policies, ADA, Pedestrian Safety, Pre/Post Trip Inspections, Adverse Weather, and Safe Driving. The Training Specialist is also responsible for performing general administrative support, investigating, and responding to incidents and accidents, helping to resolve operational issues, and assisting with transit passengers as necessary.

Essential Duties and Responsibilities:

* Provides classroom and/or behind-the-wheel training to new Fixed Route and Paratransit Bus Operators, or re-training of current Operators.

* Ensures that all trainees are trained on all bus routes.

* Monitors performance and maintains training documentation based on regulations and company policy.

* Assumes responsibility for the direct supervision of students.

* Administers new equipment, rules, policies, and detailed procedural explanations / familiarization, refreshers, and remediation training under guidance from the Safety and Training Manager.

* Acts as a resource to provide employees with information, advanced troubleshooting, and operation of equipment.

* Assists with ride checks as needed.

* Assumes safety program responsibilities including accident investigation, forms compliance, safety meetings, etc.

* Engages in continuous education to remain up to date on all FTA, NDDOT, MNDOT, and City requirements, policies, laws, and required training.

* Documents safety violations utilizing advanced analysis in order to make recommendations to supervisors for corrective disciplinary actions.

* Conducts quarterly Fixed Route and Paratransit Bus Operator evaluations for safety, customer service, and legal requirements.

* Meets with Bus Operators to provide feedback and offer suggestions for improvement.

* Frequently interacts with and observes all employees in the performance of their duties to evaluate effectiveness of existing safety programs and training.

* Performs all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices.

* Knows and follows department and city rules as well as sound work and safety practices in order to accomplish the job objectives and avoid injury or loss;

* Wears proper protective equipment when policy requires or conditions indicate a need exists and utilizes proper body mechanics and ergonomics while performing work;

* When potentially unsafe conditions are observed makes efforts to avoid or correct them if they are controllable and draws them to the attention of the responsible supervisor or safety representative in a timely manner.

* Performs other duties and activities as assigned.

The Transit Training Specialist must possess a high school diploma or its equivalent (G.E.D.) and a minimum of three years of experience in public transit operations, including previous supervisory experience. This position requires a Commercial Driver's License with Air Brake and Passenger endorsement.

Knowledge, skills, and ability include:

* Knowledge of federal, state and local industrial safety and health regulations;

* Skill in Microsoft Office Suite:
Word, Excel and PowerPoint;

* Skill in operating computer terminals sufficient to enter, retrieve and manipulate data;

* Skill in English, both written and spoken;

* Ability to work extended or flexible schedules as needed;

* Ability to oversee work quality, training, and instructing;

* Ability to provide high attention to detail or deadlines;

* Ability to interpret and explain DOT safety policies and procedures;
