Position Summary
Target Hiring Range: $65,894.40 - $73,216.42
Performs a variety of technical and administrative tasks in support of assigned grants and special projects; analyzes, conducts, and coordinates assigned special projects; and acts as project manager on various grant programs. Professional work includes but is not limited to preparing, monitoring, and coordinating the financial and administrative operations of the citywide grants program, with primary areas including grant writing, researching, and administering grants.
EssentialJob Functions
- Oversees the City’s grants management, implementation, and compliance and ensures the quality of documentation of results and reporting.
- Provides details to City Finance to set up needed accounts; ensures purchases move forward; monitors and reconciles grant accounts; and creates or reviews grant-required performance reports.
- Researches and identifies potential funding sources to support funding needs and programs. Networks with industry trade representatives and private foundations; searches for grant funding availability and eligibility; attends business functions about new or existing funding opportunities; and monitors state and federal legislation that may affect the availability of grant funds.
- Prepares, compiles, and manages the planning and preparation of grant proposals for the City; provides guidance and assistance in the interpretation of funding agency regulations and requirements.
- Serves as a liaison between granting agencies and the City in the budgeting and preparation of grant proposals; researches agencies and compiles and prepares comprehensive budget justifications.
- Serves as a resource for staff of grant‑funded programs and projects for fiscal and programmatic compliance matters.
- Supports effective internal communication and information management processes to ensure access and use of new grant opportunities by relevant Departments within the City, including maintaining an up-to-date opportunities matrix.
- Develops, maintains, and leads grants management tools, such as funding trackers, reporting calendars, templates, and compliance guideline documents, and ensures the team is aware of these timelines.
- Maintains knowledge of grant funding policies, regulations, and procedures; disseminates and presents changes to departments and advises on the implementation of changes and the impact of changes on funded operations.
- Monitors and coordinates the administration of post‑award grants to ensure that budgeting and administrative policies, procedures, and agency requirements are being followed; manages administrative problems and/or budget changes occurring during the awarded granting period.
- Assists in preparations for external monitoring reviews, audits, and cross‑site evaluations and participates as needed.
- Develops and conducts routine compliance reviews of grant programs and projects for the City.
- Prepares and reviews information and reports for internal and external stakeholders.
- Performs miscellaneous duties as assigned.
Bachelor’s degree from an accredited college with major coursework in Business, Business Administration, Public Administration, or a related field and one year of grant‑related experience.

Valid Texas class "C" driver's license is required. Employment is conditional upon satisfactory completion of a Criminal History Check.
