Target Hiring Range: $75,553.92 to $83,951.24

Under the general direction of the Recreation Superintendent, this position is responsible for managing the services and operations of the Farmers Branch Community Recreation Center, Aquatics Center, Dog park, Athletics and Skate park through effective oversight of virtually every aspect of operations including: full‑time staff development and oversight; preparation of policies and standard operating procedures; budget creation, management and analysis; programming and creation of cost recovery initiatives;

advertising and marketing.

Essential Job Functions represents 20%-50% of working time on a regular basis, subject to the varying demand of specific functions. All functions listed below are considered essential and are expected to be completed regularly and efficiently by any incumbent. Regular, punctual, and on‑site attendance is essential for all functions listed below:

  • Responsible for the managerial direction, administration, and oversight of multiple areas of recreation functions and programs, to include but not limited to:
    • Continually identify, develop, and maintain effective departmental policies and procedures related to all functions of recreation and aquatics operations. This function requires keeping pace with key industry trends, changes in local, state, and federal laws, and ever‑changing interdepartmental challenges.
    • Provide executive oversight of the health, safety, and operational performance of multiple recreation and aquatic facilities, ensuring consistent execution of preventative maintenance, facility condition assessments, emergency operations planning, and systemwide supply management.
    • Advance the recruitment and retention of high‑quality contract instructors who support the City’s service excellence standards.
    • Direct chemical inventory management and regulatory compliance across all facilities; validate routine facility checks; and lead comprehensive operational audits to maintain safe, efficient, and compliant multi‑site operations.
    • Establish, implement, and continuously refine City policies, procedures, and operational protocols to ensure consistency, effectiveness, and compliance across all recreation and aquatics buildings.
    • Oversee the division’s multi‑facility budget, cash‑handling systems, purchasing processes, and vendor contracts, including development of bid specifications and procurement of goods and services aligned with City requirements.
    • Identifies, develops, implements, and communicates important policy changes on an annual or as‑needed basis, with proper input from necessary stakeholders.
    • Continually develops or maintains improvements to processes and service levels, to include the use of technology, automation, and ease of use for customers.
  • Effectively and consistently identify innovative solutions to standards of care, operational excellence, and program notoriety, to include but not limited to:
    • Strategically advance recreation and aquatic program portfolios, events, and facility rental offerings demonstrated through continuous revenue growth.
    • Represent the department in high‑visibility public and interdepartmental forums, addressing sensitive or controversial matters, delivering complex presentations, and effectively managing challenging or adversarial interactions.
    • Advance National Parks and Recreation accreditation efforts by ensuring all facilities meet or exceed operational, safety, maintenance, and documentation standards through regular audits and continuous improvement initiatives.
    • Oversee preparation, analysis, and presentation of management reports, operational data, and program updates to the Parks and Recreation Board, City Council, and other key stakeholders to support informed, strategic decision‑making.
  • Effectively manages, develops, and motivates the Recreation and Aquatics team, including, but not limited to:
    • The effective recruitment, selection, onboarding, and retention of associated staff and volunteers.
    • Continual performance management of staff through evaluations, coaching, development, and other opportunities that promote growth, learning, and engagement.
