Position: Project Manager Analytics Specialist III (Construction & Demolition Department)

CONSTRUCTION AND DEMOLITION DEPARTMENT Project Manager Specialist III (Construction Project Manager)

This position reports to the Detroit Construction and Demolition Department’s Capital Unit, which plans, schedules, and manages various construction projects and activities. This position's major tasks include ensuring construction projects are completed on time, on budget, and to specifications. The position is heavily focused on monitoring the contract administration guidelines, job sites, budget requirements, and payment of invoices. They are responsible for maintaining and organizing records of projects that are under construction and keeping a daily schedule of progress.

They may assist with building assessments, estimate costs, and RFP specifications. The candidate should have experience with capital planning, construction management, and facility assessments.

  • Plans and schedules modernization and construction projects and activities to be performed according to approved specifications.
  • Participates in selecting staff needed to perform work assignments.
  • Organizes and delegates work assignments for completion and evaluates work performed.
  • Ensures project deadlines and schedules are met.
  • Conducts quality control inspection reviews as required and ensures compliance with all code regulations and specifications.
  • Maintains and organizes records of projects that are under construction and keeps a daily schedule of progress.
  • Completes building and site assessments with reports outlining code violations and needed repairs, with budgeted cost and schedule.
  • Develops conceptual sites and building plans in preparation for construction documents.
  • Monitors and ensures contract administration guidelines and requirements are enforced.
  • Completes status and progress reports as required.
  • Monitors job sites to ensure safety guidelines and procedures are enforced.
  • Completes and submits documentation to secure materials, tools, supplies, and other equipment in accordance with approved plans and specifications.
  • Confers with management, contractors, and others to solicit information and to develop solutions to contractual, staffing, and other problems encountered on job sites.
  • Maintains and organizes records and documentation of assigned projects within the city’s SharePoint.
  • Conducts inspections and prepares status reports on property damage.
  • Monitors and estimates cost and budget requirements.
  • Participates in community and public meetings for project awareness and obtains information.
  • Monitors processing and payment of invoices.
  • Assists in developing RFP, RFQ, and RFB documents and specifications, and participates in respondent’s review and selection process.
  • Assists with developing a cost proposal and capital planning.
  • Participates in space planning and consolidation planning, review, and implementation.
  • Participates in and coordinates community and city meetings as part of the planning process.
  • May be required to work after hours as needed and to be on call as needed.
Education
  • Bachelor's degree with major in data analytics, project management, business, management, organizational development, or a related field.
Experience
  • Advanced levels of responsibility and four to five (4-5) years of project management or data analytics experience.
Project Manager & Analytics Specialist III
  • This is the senior level of this series in which an employee acts as a subject matter expert and/or in a leader ship type of role.
  • They perform a wide scope of responsibilities.
  • Employees may perform duties which have City-wide impact and involve working with a wide variety of individuals and groups.
  • The work of a Project Manager & Analytics Specialist III is reviewed on an as-needed basis.
