We are seeking an experienced Startup, Testing & Commissioning Engineer / Technical Procedure Writer & Trainer to support large-scale utility and industrial projects. This role is responsible for startup and commissioning planning, technical procedure development, equipment testing, project turnover documentation, and coordinating operator training for newly installed or modified equipment.

The ideal candidate will have a strong background in mechanical and electrical systems, commissioning activities, technical documentation, and cross-functional project coordination within utility, power generation, industrial, or EPC environments.

Key Responsibilities
  • Coordinate startup, testing, commissioning, and turnover activities for capital projects.
  • Develop technical operating procedures, commissioning packages, test plans, and project turnover documentation.
  • Coordinate vendor-supported training for newly installed or modified equipment.
  • Partner with Project Management, Engineering, Construction, Operations, Maintenance, and Contractors throughout the project lifecycle.
  • Support design reviews, troubleshooting, commissioning, and startup activities.
  • Plan and coordinate startup schedules, documentation, and training between multiple departments and vendors.
  • Develop and manage project schedules, budgets, quality plans, and commissioning documentation.
  • Perform or oversee hydrostatic, pneumatic, mechanical, and operational testing.
  • Read, interpret, and update electrical drawings, wiring diagrams, schematics, and P&IDs to reflect as-built conditions.
  • Create design validation and project turnover packages for mechanical and electrical systems.
  • Ensure testing and commissioning activities comply with company standards, safety requirements, and industry best practices.
  • Prepare project status reports while tracking schedule, quality, and budget performance.
  • Lead or mentor project teams and provide technical guidance when required.
  • Support continuous improvement and perform additional project-related responsibilities as assigned.
Required Qualifications
  • Experience with startup, commissioning, testing, or plant operations in utility, industrial, manufacturing, power generation, or EPC environments.
  • Experience developing technical procedures, commissioning packages, test plans, quality documentation, and training materials.
  • Ability to coordinate activities across engineering, construction, operations, maintenance, vendors, and contractors.
  • Strong understanding of mechanical equipment, electrical systems, industrial instrumentation, and controls.
  • Experience reading and interpreting electrical schematics, wiring diagrams, single-line drawings, and P&IDs.
  • Knowledge of hydrostatic, pneumatic, and mechanical testing methods.
  • Familiarity with IEEE, NETA, and other testing standards.
  • Strong project planning, scheduling, budgeting, documentation, and communication skills.
  • Proficiency with Microsoft Office applications.

Education & Experience
  • Bachelor's Degree in Engineering, Science, or a related technical field with 4+ years of relevant experience

  • High School Diploma/GED with 8+ years of relevant experience.
