Purpose

The Coordinator of Federal Programs is responsible for supporting, implementing, and overseeing federally funded programs designed to improve academic achievement for students identified as most at risk of not meeting state academic standards. The coordinator ensures equitable access to high-quality instructional supports and supplemental services for Title I students and families. A key component of this role includes leading the implementation and monitoring of evidence-based instructional strategies and intervention models that address identified academic needs.

The coordinator works collaboratively with school leaders, educators, and district stakeholders to provide professional development, establish best practices, and evaluate program effectiveness through the analysis of student achievement data. Through strategic planning, program oversight, and instructional leadership, the Coordinator of Federal Programs ensures that federal resources are used effectively to close achievement gaps, strengthen instructional systems, and promote educational equity in alignment with all district priorities.

Supervision

Received and Exercised

Receives general supervision from the Director of Federal programs. Incumbents initially perform the more routine duties assigned to positions in this class and work under close supervision. As experience is gained, incumbents are expected to perform the full range of duties as assigned with increasing independence.

Essential Duties

Duties may include, but are not limited to, the following:

  • Supervise Title I Consultants, Title Programs, Instructional Coaches, and Community Schools.
  • Lead the Federal Programs Instructional Coaching Program.
  • Support the Director with program systems, compliance, and operational needs.
  • Serve as liaison between the district, State Department of Education, and consultants.
  • Support Federal Programs Director in compliance with all federal and state regulations for Title I, II, IV & Equitable Services.
  • Oversee Title I documentation, including School wide Plans (SWIP) and other state improvement plans.
  • Support new Title I schools in developing and implementing School wide Programs and Plans.
  • Assist with ESEA self‑monitoring and state/federal program reviews.
  • Guide Title I administrators in writing and updating School wide Improvement Plans and Evaluations.
  • Analyze Title I school data and support program evaluations.
  • Coordinate and deliver district-wide professional development to improve instruction and achievement as directed by District Administrators.
  • Oversee Professional Development for Title I teachers & paraprofessionals, instructional coaches, and community school liaisons.
  • Support major learning initiatives and external consultant partnerships.
  • Develop and lead training on coaching practices, student-centered coaching models, and high-impact instructional practices.
  • Collaborate with administrators, Curriculum & Instruction Consultants, Instructional Coaches, and teachers to strengthen instructional practices.
  • Represent Federal Programs on committees and district initiatives.

Minimum Qualifications

Knowledge of:

  • Federal education programs including Title I, Title II, Title IV, and Equitable Services requirements.
  • Federal and state laws, regulations, reporting requirements, and compliance expectations related to ESEA programs.
  • School wide and targeted assistance program design, implementation, and evaluation.
  • Evidence-based instructional strategies, intervention frameworks, and effective practices for improving outcomes for students at risk of not meeting academic standards.
  • Multi-Tiered Systems of Support (MTSS) and the integration of academic and behavioral interventions.
  • Principles of adult learning, coaching models, and professional development design.
  • Continuous improvement processes, program evaluation methods, and data analysis practices.
  • Budget development and allowable use of federal funds.
