Job Summary:
The Environmental Compliance Specialist supports Dugan Production Corp.’s commitment to responsible operations by ensuring compliance with applicable federal, state, tribal, and lease-based environmental regulations. This role administers environmental permitting, regulatory reporting, agency coordination, inspections, and documentation management to ensure operational compliance and regulatory readiness. The Environmental Compliance Specialist serves as a liaison between operations, leadership, and regulatory agencies to promote accountability, environmental stewardship, and compliance across company activities.
EssentialDuties:
- Administer and maintain environmental compliance programs to ensure adherence to EPA, NMED, NMSLO, BLM, BIA, FIMO, and other applicable regulatory requirements.
- Serve as a point of contact for environmental regulatory agencies and coordinate agency communications, inquiries, and inspections.
- Prepare, submit, and track environmental permit applications, renewals, and modifications to ensure timely regulatory approvals.
- Ensure compliance with air quality regulations, including documentation associated with NSPS OOOO/OOOOa and state ozone‑related requirements.
- Prepare and submit required environmental reports within established agency deadlines.
- Track permit conditions and ensure operational activities remain consistent with approved permit requirements.
- Support spill reporting documentation, regulatory notifications, and environmental incident reporting as required.
- Maintain organized, audit‑ready environmental files and compliance tracking systems.
- Conduct or support environmental inspections and site reviews to identify compliance gaps and corrective action needs.
- Coordinate documentation and regulatory approvals associated with new projects, site changes, and operational modifications.
- Monitor regulatory updates and communicate applicable environmental requirements to internal stakeholders.
- Compile documentation and support internal and external audits, regulatory reviews, and agency inspections.
- This position is expected to maintain strict confidentiality of company information, employee records, and any sensitive data encountered in the course of work.
- Strong working knowledge of federal and New Mexico environmental regulations.
- Demonstrated understanding of EPA, NMED (including Air Quality, Ground Water, Petroleum Storage Tank, Hazardous Waste, and Surface Water divisions), NMSLO, BLM, BIA, and FIMO requirements.
- Working knowledge of air quality compliance, spill reporting, lease compliance, and environmental documentation standards.
- Strong technical writing skills and ability to prepare clear, accurate regulatory submittals.
- Strong organizational skills with the ability to manage multiple reporting deadlines.
- Ability to interpret regulatory language and translate requirements into operational guidance.
- Proficiency with Microsoft Office and compliance tracking systems.
- Bachelor’s degree in Environmental Science, Environmental Engineering, Natural Resources, or related field preferred.
- Five (5) or more years of environmental compliance experience in oil and gas or similarly regulated industry preferred.
- Demonstrated experience preparing and obtaining environmental permits and regulatory approvals.
- Experience responding to regulatory agency inspections or inquiries preferred.
- Must meet Driver Acceptability Profile requirements (driving position).
- An equivalent combination of education and experience is also acceptable.
- Work will be a combination of the office and field environment.
- Exposure to varying outdoor conditions including heat, cold, dust, and noise.
- PPE required in field settings.
- Occasional extended hours may be required based on operational needs.
- Physical activity including standing, squatting/kneeling, walking, bending, climbing, and lifting (constant up to 30 pounds, occasional of 31–100 pounds) may be required.
