Pay Class: Water Resource Specialist "L" $53,347.42 - $82,997.82/Annually;
Water Resource Specialist (EIT) "M" $58,018.48 - $90,159.47/Annually;
Water Resource Specialist (PE) "O" $69,572.67 - $/Annually
Days Worked: Monday – Friday
Hours Worked: 8:00 a.m. – 5:00 p.m.

Responsibilities- Work under supervision of the Water/Wastewater CIP Administrator.
- Establish and maintain effective working relationships with other employees, officials, and members of the general public.
- Operate a motor vehicle to assist in carrying out the business of the department and the City.
- Work within the Water and Wastewater Utilities Division responsible for raw water supply system components, including ditches, pumping stations, storage reservoirs, and water rights.
- Develop, review, and revise the City's 40‑Year Water Plan.
- Develop the Water Conservation Plan for the City of Farmington's Water Utility System.
- Administer and maintain the water rights portfolio, ensuring compliance with New Mexico state statutes, regulations, and reporting requirements.
- Perform technical research in regard to capital improvement projects or as requested by other departments.
- Assist in preparing plans, designs, and directing construction of public works improvement projects, including streets, sewer, water, storm or irrigation systems.
- Coordinate and oversee design of projects performed by consulting engineering firms, including bids and contracts.
- Perform inspections, design, plans, maps, profiles, and prepare specifications under supervision.
- Determine applicable codes, regulations, and requirements for assigned projects.
- Perform technical research, economic analyses, and write technical solutions for capital improvement projects.
- Communicate progress and activities to the Water/Wastewater Administrator, Public Works Director, and the public.
- Maintain attendance at work as an essential function.
- Serve on various employee committees as required.
- Supervise interns or temporary employees as assigned.
- Possess New Mexico Certified Flood Plain Manager certification as a plus.
- Review plats for compliance with codes and standards and recommend changes.
- Review building permits for drainage and infrastructure concerns.
- Bachelor's degree in civil engineering, water resource engineering, hydrology, or related field and two (2) years of experience in planning, development, conservation, administration, and management of surface water resources; a Master's degree may substitute for experience.
- Valid driver's license with acceptable driving record for past three years.
- Comprehensive knowledge of water rights laws and regulations for surface water resource development, administration, and management.
- Knowledge of State of New Mexico Environmental Department and U.S. EPA regulations, permit requirements, interstate stream compacts, and applicable U.S. and New Mexico Supreme Court decrees.
- Knowledge of mathematics (area calculations), hydrology (flow and volume calculations), land surveying principles and techniques, aerial photography, map interpretation, and GIS.
- Skill in performing specialized engineering investigations and writing technical reports.
- Extensive skills in writing technical reports and general correspondence.
- Working knowledge of personal computers, word processing, spreadsheet software, and modeling techniques.
- Able to communicate verbally and in writing with supervisors, employees, and the public on water resource matters.
- Able to establish and maintain working relationships with coworkers, supervisors, other City personnel, and the public.
- Skill in maintaining positive public relations while responding to realistic concerns under stressful circumstances.
- Ability to work under stress, handle stressful situations, meet deadlines, and follow verbal and/or written instructions.
- Familiarity with EIT/PE certification. For "L" level: bachelor's degree required; for "EIT" level:
Engineer‑In‑Training certificate required and must be obtained within 2 years; for "PE" level:
Professional Engineer license required and must be obtained within 2 years.
