Overview
We are currently seeking an Environmental Construction Specialist to work on Electric Utility Construction Projects. This is a field position; candidates must have experience with environmental compliance in relation to land clearing and linear construction projects. The role involves outdoors work, independence, safety leadership, and delivering value to customers and clients.
What You Will Do- Regulatory Compliance:
Provide Environmental Compliance and construction oversight on transmission Site Development and Linear Transmission Line construction projects for Duke Energy; oversee environmental compliance/inspections for Transmission Capital Projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP). Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control and soil disturbance.
Ensure field operations comply with permits (road use permits, natural resource protection act permits, Corps of Engineers permits, etc.). Document pre- and post-work field conditions to ensure sites comply with permits and environmental regulations and identify any mitigation/restoration needs. - Field Operations:
Perform erosion and sediment, stormwater management and pollution prevention inspections for applicable construction projects. Interpret complex plans and drawings. Promote good public relations in daily duties. - Crew Oversight:
Attend pre-construction, constructability, and status meetings; oversee site development crews and BMP contractors to ensure measures are installed per the approved plan. Ensure wetlands and sensitive areas are identified and crews are aware before entering such areas. - Stakeholder & Public Relations:
Monitor and report to Project Management on status of construction units and billing; communicate daily with the utility client, contractors, landowners, and the public. - Subject Matter Expert Consulting:
Assist in developing recommendations on future right-of-way (R-O-W) maintenance requirements. - Additional Responsibilities:
Drive a company vehicle to work locations and assume other duties as assigned.
- Associate or bachelor’s degree in environmental science, Construction Management, Building Science, or related fields.
- 1-5 years’ experience in Site Development work and permitting utility construction.
- Solid understanding of NPDES Construction General Permit (CGP), SWPPP implementation and inspections.
- Completed Stormwater, Erosion, and Sedimentation Control Inspector certifications (e.g., FSESCI) for Florida; or equivalent certifications for required regions (North Carolina, Indiana, etc.).
- Willingness to work outdoors in varying weather conditions. Strong public relations skills and ability to interface with the public. Ability to work alone. Basic computer skills. Valid driver’s license.
- Experience in Electric Transmission Construction, Pipeline, or Utility fields.
- SWPPP book knowledge; CESSWI or CEPSCI certifications; GIS experience; knowledge of ANSI Z133 safety standards.
- Previous construction crew oversight experience; military background; bilingual English/Spanish is a plus.
Primarily outdoor field work and occasional indoor office work; travel between sites, often in energy corridors near power lines or pipelines. Exposure to noise, dust, weather extremes, hazardous traffic conditions, animals, and plants. May work in remote locations or urban environments. Physical demands include walking on varied surfaces, lifting up to 60 lbs, operating field equipment, and communicating with the public.
PhysicalMust have physical ability to walk up to 10 miles per day, stand, sit, and operate a vehicle for prolonged periods; ability to stoop, bend, kneel, crouch, crawl, climb, reach, twist, and perform repetitive movements; lift up to 60 lbs occasionally; operate equipment and communicate with the public; good hearing and vision (with or without correction).
