Position: STORMWATER INSPECTOR 2026-02974

Overview

Safety/Security Sensitive Designation: This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Note:
All City of Fayetteville positions require employees to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members, of their own team), and have regular and reliable attendance that is non-disruptive.

  • Demonstrate an understanding of and explain and enforce City construction standards, specifications, and requirements.
  • Verify construction activities are in compliance with all applicable codes, ordinances, and regulations.
  • Attend and provide input during preconstruction meetings, site meetings, and final inspections for assigned projects.
  • Review development plans for compliance with erosion control regulations.
  • Conduct inspections of public and private construction projects to ensure compliance with state and local stormwater regulations. This includes, but is not limited to, review of onsite inspection reports and other documentation and inspection of onsite best management practices (BMPs) to ensure correct installation, operation and maintenance.
  • Perform dry weather screening associated with the City’s Municipal Separate Storm Sewer (MS4) permit and document findings.
  • Review material submittals and inspect material received by contractors at project sites to determine compliance with specifications.
  • Maintain communication with developers, contractors, and consulting engineers and resolve minor problems.
  • Investigate complaints concerning defective construction, BMP installations, illicit discharges and water pollution. Aid in the issuance and enforcement of violations as needed.
  • Identify and document deficiencies and deviations from City standards and specifications; refer serious problems and disagreements in interpretation to supervisor.
  • Respond to questions from the general public and other departments regarding construction projects; maintain accurate files and records.
  • Investigate and respond to property owners’ and stakeholders’ concerns and communicate with courtesy.
  • Measure and calculate quantities of work for payment.
  • Assist engineers and other City staff on City projects to gather accurate field data.
  • Compile and maintain detailed project records including, at a minimum, monthly stormwater compliance reports and other documentation as needed.
  • Attend a minimum of sixteen hours of City-provided training each year to maintain current knowledge of best practices.
  • Secondary duties as assigned.
  • Qualifications
  • High School Diploma or GED and four years of related construction experience.
  • Valid driver’s license.
  • Ability to read and interpret construction plans and specifications.
  • Ability to obtain NPDES certification as a Stormwater Inspector within six months of employment. Maintenance of certification required.
  • Effectively communicate with others orally and in writing.
  • Ability to calculate figures and amounts such as proportions, area, circumference, and slope.
  • Must be proficient in the use of a computer and related inspection software programs. Must be able to effectively operate standard office equipment.
  • Physical abilities to regularly talk and hear due to safety issues and/or to work around certain equipment; stand and walk between various external locations; regularly use arms, hands, and fingers to handle, and feel; regularly reach with hands and arms; regularly sit, climb and balance, stoop, kneel, crouch, and crawl. Regularly lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds.
  • Employee will regularly be exposed to outside weather conditions, traffic hazards and heavy construction equipment. Employee is regularly required to traverse uneven terrain. Employee will frequently work in confined spaces. Employee will occasionally be exposed to wet conditions, fumes or airborne particles; toxic or caustic chemicals. The noise level in the work environment is usually loud.
