6), Fayetteville NC VA Coastal Health Care System, is located in the Engineering Service, Project Engineering and Design Section. The position is organizationally aligned under Engineering Service and is supervised by the Supervisor, Project Engineering and Design Section.
* Performs work of a broad scope and complexity in practices related to scientific and engineering fields and has demonstrated the ability to interpret, select, adapt, and apply many guidelines, precedents and engineering principles and practices.
* Perform construction quality assurance and contract administration activities to assigned construction projects.
* Reviews shop drawings and submittals from contractors during construction of new structures or renovation of existing structures for compliance with contract drawings and specifications.
* Observes and inspects construction at all stages to identify and report discrepancies with contract documents, to assure compliance with OSHA Standards for the Construction Industry, and to forecast and resolve potential problems before they impact project schedules.
* Reviews contractor daily reports of work progress, personnel on site in various trades, weather/work conditions, equipment on site and other items for accuracy. Reviews and responds to requests for information from construction contractors by investigating plans, site conditions, existing building and utility conditions, troubleshooting building system operations, and researching facility record documents.
* Works with General Contractor to resolve problems that arise due to error or differing site conditions.
* Reviews change order requests from contractors for accuracy and cost control, and assist the contracting officer in price negotiations, when necessary. Investigates the need for construction contract changes, completing field measurements and computations, recommending elements of change in designs.
* Coordinates construction phasing, outages, schedule, and infection control measures to assure compliance with contract documents and to assure minimum interruption to continuous medical center operations.
* Prepares progress reports to track progress and quality of construction projects, and processes contractor payment requests
* Incumbent is required to have a valid state driver's license in order to perform the duties
of this position.

Physical Requirements:
The work requires long periods of sitting or standing in one position, climbing up ladders and crawling under buildings, visiting active demolition and construction sites, and sometimes being exposed to the elements. There is occasional exposure to high voltage, high noise levels, and then possibility of electrical shock, burns, cuts, and bruises.
Incumbent must be capable of applying physical dexterity when necessary to reach or check work in crawl spaces, elevated areas or locations of difficult access. Project inspections require a great deal of walking, climbing, standing, and bending. Inspections may also require carrying of moderate loads such as tools and measuring equipment common to the position.
