Position OverviewThe candidate will support and assist the Fort Bragg Department of Public Works-Environmental Compliance Branch (ECB) Water and Tanks Program Manager (PM) by tracking and managing all program assets to include oil water separators (OWS), above ground storage tanks (AST), underground storage tanks (UST) and potable water wells on the Fort Bragg installation to include Pope AAF, Simmons AAF and Camp Mac Kall.
This will include utilizing multiple in‑house tracking systems, GIS database, federal and state official websites.
- Assist with tracking due dates for ongoing per‑and polyfluoroalkyl substances (PFAS), bacteriological and nitrate water sampling and collecting samples, if needed.
- Perform project reviews associated with the water quality and tanks program. This will include reviewing scope of work, construction documents and design plans for renovation and construction projects to address any water quality or storage tank concerns.
- Assist in coordinating and maintaining situational awareness of contracted UST and OWS maintenance and/or removal projects that pertain to the program.
- Perform onsite field visits to track all program assets and maintain situational awareness of any on‑going repairs or projects that pertains to the program. This will include visiting construction sites, military motor pools, wooded areas and many other outdoor environments in varying weather conditions.
- Provide education to site personnel as needed to address any environmental issues related to the program. This will include being a guest speaker at the monthly DPW Environmental Compliance Officer and Assistant (ECO/ECA) course to inform students on OWS operations and other program topics.
- Assist in overseeing NCDEQ permit compliance for regulated UST sites and the Central Vehicle Wash Facility (CVWF). This will include performing on‑site visits to all locations and working with managers on any issues to ensure system operability and permit compliance. This will also include communicating with NCDEQ regulators to assist with scheduling inspections and addressing any regulator’s questions on program requirements.
- Communicate and coordinate with Fort Bragg utility providers, as needed, to address any issues related to the program.
- Assist all other DPW departments with any questions or taskers that relate to the program.
- Provide customer service and support to all Fort Bragg personnel that need assistance in relation to the program or assist in providing an appropriate POC for their specific issue or question.
- Complete all required initial and annual training for the position and to also maintain access to the Fort Bragg government computer system.
- Manage Fort Bragg’s High‑Risk Facility (HRF) lead sampling program. Coordinate, schedule and perform water testing for lead at high‑risk facilities. This will include maintaining a five‑year rotation of all HRF facilities that require testing, coordinating with Installation Management Command (IMCOM) for sample materials, collecting and shipping water samples for analysis.
Environmental or other related field with 1-3 years’ experience or a bachelor’s degree in relevant field of study. Candidate must be a U.S. Citizen, have a current driver’s license, be able to pass a background security investigation, and have an original copy of their birth certificate.

- Advanced and comprehensive knowledge of the standard scientific principles, methods, and techniques in the specific field of science.
