The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. ** Description of Work
** The Engineer I performs reviews of Erosion and Sediment Control plans under the standard review process to determine adequacy and compliance. Position performs reviews, schedules and conducts meetings with applicants, consultants, and other interested parties to discuss project feasibility/design and/or compliance with sedimentation laws and rules. Inspects sites/facilities regulated under each of DEMLR’s four programs:
Sedimentation Control, Stormwater, Dam Safety, and Mining. Advises and provides engineering guidance and written technical/compliance documentation to Environmental Specialists before, during, and after project site inspections, and answers questions from the regulated community, responds to complaints and inquiries from the general public at the site by telephone and through written correspondence.

Key Responsibilities:

Reviews applications, completes timely and detailed reviews of engineering plan submittals.
Ensures timely and detailed review of engineering drawings and specifications for compliance with Federal and State laws, rules, policies, and good engineering practices.
Performs inspections of sites/facilities regulated under each of DEMLR’s four programs:
Sedimentation Control, Stormwater, Dam Safety, and Mining.
Advises and provides engineering guidance and written technical/compliance documentation to staff and applicants.
Meets with applicants and their consultants to facility project development, design, construction and ultimately permit approval and site compliance.

Land Quality and Geological Survey. For more information:

The Land Quality Section is responsible for the administration of four regulatory programs:
Dam Safety program as authorized by the Dam Safety Act of 1967, Mining Program as authorized by the Mining Act of 1971, Sediment Program as authorized by the Sedimentation Pollution Control Act of 1973 and Stormwater Program as authorized by State Statutes and the federal Clean Water Act. DEMLR collects permit fees and issues permits for mines, dams, sedimentation control for construction sites, and stormwater permits for various activities and refers enforcement cases to the Attorney General’s Office.

DEMLR is responsible for scheduling, organizing and transcribing minutes of the North Carolina Mining Commission and the Sedimentation Control Commission as well as reporting to the Environmental Management Commission regarding dam safety and stormwater matters.
