About the Department
The North Carolina Department of Administration is the business manager for North Carolina state government. It oversees government operations such as building construction, purchasing and contracting for goods and services, maintaining facilities, managing state vehicles, acquiring and disposing of real property, and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. The department also manages many advocacy programs that provide assistance and services to diverse segments of the state’s population that have been traditionally underserved.
Position OverviewThe State Construction Division seeks a Mechanical Engineer (Engineer III, NS) to review and approve mechanical systems for capital improvement projects. The successful candidate will work in the North Carolina State Construction Office (SCO), responsible for the planning, design, and construction of all state facilities, including university and community college systems.
Key Responsibilities- Review and approve design and construction documents for mechanical systems of capital improvement projects.
- Verify scope, estimated costs, and contract requirements, ensuring alignment with available funds.
- Check levels of completion, accuracy, clarity, and appropriateness of plans and specifications.
- Identify corrections, suggest improvements, and revise drawings as necessary.
- Specify selection, specification, and use of materials and equipment.
- Evaluate economy in initial and life‑cycle costs, including maintenance and energy‑efficiency measures.
- Ensure compliance with NC State Building Codes, applicable NC General Statutes, and public‑works regulations.
- Coordinate plans and documents among other engineering disciplines (civil, structural, electrical).
- Assist construction monitors in the field with technical or contractual issues, and support overhead and final inspections.
- Monitor facilities during construction and at completion to identify 3‑D problems that could be corrected earlier in the 2‑D review process.
- Bachelor’s degree in Mechanical Engineering.
- Minimum five years progressive professional experience in Building Systems Mechanical Engineering.
- Registration as a North Carolina Professional Engineer.
- Possession of a Level III North Carolina Inspector Certificate issued by the North Carolina Code Officials Qualification Board, or ability to obtain within three years of employment.
- Valid North Carolina driver’s license with acceptable driving record.
- Proficiency with building system design reference standards such as ASHRAE, NFPA, and related industry standards.
- Strong communication, technical writing, negotiation, and public‑speaking skills.
- Experience in construction administration and program/project management.
Salary range: $70,478 – $102,710. Sign‑on bonus of $5,000 is offered to the successful applicant. Additional benefits include 12 annual paid holidays, health insurance, dental and vision coverage, and a North Carolina State retirement plan.
