Planner

The City of Lilburn is seeking qualified candidates for the position of Planner.

This position performs technical work reviewing building and development plans and specifications for compliance with applicable building and development codes, ordinances and related work. Work is under the general direction of the Planning Director and requires a great deal of independent judgment and discretion.

Major Duties
  • Review building and development plans and specifications for compliance with applicable building and development codes and ordinances.
  • Assist in developing and make recommendations for amending the zoning ordinance and regulations, the land use plan, related maps, and building codes.
  • Assists in the development of policies for the administration of zoning, building, and site inspection.
  • Provides technical assistance on codes and ordinances to office staff and inspectors in the field.
  • Consults with citizens, department heads, and other officials of municipal, county, state, and federal agencies in order to coordinate all phases of community development.
  • Represents the City on various committees or special task forces relating to planning and zoning as needed.
  • Attends City Council meetings, Planning Commission and Zoning Board of Appeals meetings as needed.
  • Makes presentations to supervisors, boards, civic groups, homeowners associations and businesses. Provides information on annexation and downtown development issues, programs, services, and plans as needed.
  • Responds to general requests for information regarding annexation; prepares data, brochures and other information packages.
  • Coordinates the processing of annexation requests to ensure state requirements and guidelines are followed properly.
  • Assists in the preparation and maintenance of the comprehensive master plan, including population, economic development, natural and historic resources, community facilities, land use and housing.
  • Gathers, interprets, and prepares data for studies, reports and recommendation. Coordinates activities with other departments and agencies as needed.
  • Provides staff support to the Planning Commission as needed. Prepares annexation and downtown development reports and supporting data, including recommendations.
  • Performs other duties as assigned.
Qualifications

PHYSICAL DEMANDS:
Talking, hearing, and seeing. Sedentary work;
Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time, standing, walking, bending, crouching, stooping, pushing, pulling, and grasping.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in planning, environmental design, public administration or related field with GIS experience. One year of professional experience in planning, GIS, community development, construction permitting or related field, or any equivalent combination of training and experience sufficient to provide the required knowledge, skills and abilities. Possession of a valid driver’s license issued by the State of Georgia.

Special Requirements

REQUIRED KNOWLEDGE AND

SKILLS:

Knowledge of municipal zoning and infrastructure, planning programs and permitting processes, general business development. Knowledge of general planning theories and principles. Knowledge of city ordinances, codes, or other applicable local, state or federal regulations relating to economic development. Knowledge of CDBG and other Georgia grant programs and their administrative requirements. Skill in communicating clearly and effectively both orally and in writing.
