Shape the future of NC’s budget systems. OSBM, as part of the Governor’s Office, is excited to announce the opportunity to join our team as a Trainer / Business Systems Analyst. This is an exciting opportunity to play a pivotal role in how NC’s budget information is managed, understood, and used across state government.
This posting will serve to fill 3 vacancies that are exempt from the NC Human Resources Act (EHRA), which means all three positions are time-limited and serve at the pleasure of the Governor.
These positions will support the implementation of the Budget System Replacement (BSR) initiative and will serve as dedicated trainers for the rollout of North Carolina’s modernized budgeting platform. The BSR solution replaces the State’s legacy Integrated Budget Information System (IBIS) and provides enhanced functionality, accuracy, and integration with key statewide administrative and financial systems, including the North Carolina Financial System (NCFS).
These resources will play a critical role in ensuring agencies successfully transition to the new system by developing and delivering high‑quality training for end users across the state.
Key Responsibilities as a Trainer/ Business Systems Analyst- Develop comprehensive in‑person, virtual instructor‑led, and self‑paced eLearning training for all phases of the BSR implementation.
- Analyze BSR system functionality to understand workflows, business rules, and new system behavior (e.g., Base Budget, Federal Funds, Budget Revisions) and translate these into clear, accessible training materials.
- Create engaging course content using Articulate Storyline or similar eLearning development tools.
- Collaborate closely with other Trainers, Business Teams, Agile Teams, and Development Teams to validate system processes and ensure training accuracy.
- Develop user‑friendly documentation, job aids, facilitator guides, and multimedia instructional content.
- Conduct pilot trainings, gather feedback, and refine materials to ensure clarity and effectiveness for statewide audiences.
- Deliver classroom and virtual training to employees who administer budgeting processes across state agencies.
- Update and maintain training assets throughout the phased rollout of the BSR solution, ensuring alignment with system changes and enhancements.
- Provide subject‑matter clarity during training sessions and assist learners in understanding how new processes improve efficiency, reporting, and workflow stability.
