This position serves as the County's lead for Human Resources Information Systems (HRIS), workforce data analytics, and HR technology initiatives, offering a unique opportunity to drive innovation and efficiency.

You will oversee system administration, data governance, reporting, and process automation while leading system upgrades and enhancements that support strategic decision-making. Examples

of Duties
  • Serves as the lead administrator for HRIS and related systems, including Munis, Neo Gov (Insight/OHC, Onboarding, Perform, Learn), Laserfiche, and Biddle (OPAC/Criti Call)
  • Leads HR technology initiatives, including system upgrades, enhancements, integrations, and process automation efforts
  • Develops and manages project plans for system implementations, including timelines, stakeholder coordination, risk assessment, and deliverables
  • Collaborates with ITS/ERP teams and external vendors to troubleshoot and resolve system issues related to configuration, permissions, workflows, and business rules
  • Evaluates system functionality and recommends enhancements to align with operational needs and strategic HR goals
  • Oversees electronic records management systems to ensure accurate storage, retrieval, and compliance with records retention requirements
  • Partners with the Performance Development Supervisor to design and deliver training programs on HRIS systems and related technologies for staff and employees
  • Creates and maintains standard operating procedures (SOPs), user guides, and comprehensive system documentation
  • Leads change management efforts for system implementations and process improvements, including communication strategies and user adoption initiatives
  • Develops workforce analytics, dashboards, and key performance indicators (KPIs), and provides data-driven insights through reporting, trend analysis, forecasting, and business process evaluation
Minimum Qualifications

Graduation from an accredited four-year college or university and three (3) years of experience in human resource administration in a technical or administrative capacity involving the assigned program area, and the application and interpretation of policies and procedures in the program areas assigned, with one of those years in a supervisory or lead capacity; or an equivalent combination of training and experience.

Management Preference: SPHR, PHR, SHRM-CP or SHRM-SCP.

  • Skill in exercising sound judgment, defending decisions, and interpreting policies and regulations

  • Ability to maintain confidentiality of personnel records and sensitive information
  • Ability to communicate effectively both orally and in writing, and to build and maintain strong working relationships with employees, management, and the public
  • Ability to lead, supervise, and collaborate with others while fostering innovation, creativity, and continuous improvement
