Construction Management & Capital Projects Director
Position Overview: The City of Fayetteville is currently recruiting a Construction Management & Capital Projects Director to perform responsible management work in the design, construction, and maintenance of all City facilities; manage and oversee the implementation of capital projects and other complex, highly sensitive projects for the City; develop and implement the City’s annual Capital Improvement Program (CIP) process and assist with other elements such as sustainability and special projects as assigned;
and deliver projects on time and within budget through proactive project management and transparent reporting.
Hiring Range: $140,000 – $160,000/Year D.O.Q.

Essentials
Duties & Responsibilities:
- Manage and oversee all capital facility construction projects for the City, including project planning, scheduling, and budgeting; develop and implement strategies to ensure projects are completed on time and within budget; conduct regular project reviews and field inspections to ensure compliance with federal, state, and local laws, rules, and regulations.
- Assist in the development and implementation of portions of the City’s annual CIP; coordinate with various departments to identify and prioritize capital projects; monitor CIP project progress and adjust plans as necessary to meet objectives.
- Provide staff support to various boards and commissions, including City Council; attend and participate in professional group meetings; stay abreast of new trends and innovations in construction management, engineering, and related fields.
- Provide consistent, transparent, and proactive communication with Council members, stakeholders, and the public regarding the status and progress of all major projects; develop and implement communication strategies to keep all parties informed and engaged; prepare and present detailed project status reports, including budget and schedule updates.
- Negotiate, approve, and administer contracts, ensuring compliance and thorough documentation; create and manage project and departmental budgets, ensuring expenditures remain within approved limits; monitor expenditures and implement necessary adjustments to stay within budget.
- Plan, prioritize, assign, supervise, and review the work of staff; implement goals, objectives, and practices for effective and efficient service delivery; collaborate with other departments to coordinate responsibilities and ensure project success; track staff workload and recommend adjustments to organization as necessary to manage project delivery capacity.
- Oversee the facilities management team to schedule preventive maintenance and repairs for all city facilities; ensure the efficient use of resources and adherence to maintenance schedules.
- Ensure conformance with state, local, and agency procurement regulations and policies; ensure compliance with federal and state requirements on grant‑funded projects.
Minimum Qualifications:
- Seven years of increasingly responsible experience in construction/project management, civil engineering or related field with four years of supervisory experience. Public sector experience preferred.
- A Bachelor’s degree from an accredited college or university in Civil Engineering, Architecture, Construction Management, or a directly related field.
- Licensed Professional Engineer (PE) or Architect.
Preferred Qualifications:
- Professional Land Surveyor License.
- Project Management Certification.
- Leadership in Energy and Environmental Design (LEED) accreditation.
- NC General Contractor’s license.
Additional Requirement: SBI/Fingerprinting Criminal History Record Check as required by Sessions Law 2025‑16. Applicants may be subject to a criminal history record check of State and National Repositories of Criminal Histories conducted by the State Bureau of Investigation in accordance with G.S. 143B‑1209.26.
