Minimum Experience/Education

Bachelor’s degree and one year of experience related to the area of assignment; or and equivalent combination of training and experience.

All degrees must be received from appropriately accredited institutions.

Preferred Years Experience, Skills, Training, Education

Bachelor’s degree in a Emergency Management, Disaster Management, Public Administration, or equivalent experience in emergency management. All degrees must be received from appropriately accredited institutions.

Any combination of education and experience equivalent to bachelor’s degree in emergency management, homeland security, public administration or a related emergency service field and three years of experience in emergency management, emergency preparedness, or other emergency services field.

FEMA course work is preferred (ICS 100, 200, 700, 300, 400).

If no applicants apply who meet the required competency level and training and experience requirements, then management may consider other applicants. Salary would be determined based on competencies, equity, budget, and market considerations.

Required License or Certification

Valid Class C North Carolina Driver License or ability to obtain it prior to start date. This position is designated as a Mandatory Employee. The position requires the ability to be available on short notice for emergency situations. During activation of the EOC, relocation or visits to emergency or disaster sites on campus may be required during response and recovery operations.

Must be available for call-back during significant emergencies and disasters.

Certification requirements include:

Incident Command System (ICS) 300 & 400 Certification, or ability to obtain this certification within one year of employment.

Position Overview Primary Purpose of Position

The primary purpose of the Emergency Management Specialist position is to manage the university-wide emergency planning program, to include maintaining the university’s Emergency Operations Plan, Recovery Plan, Hazard Mitigation Plan, and Continuity of Operations Planning. The position will serve in the absence of the Emergency Management Director during activation’s of the Emergency Operations Center or incident response.

Primary Function of Organizational Unit

The primary purpose of the Department of Public Safety is to support the University’s mission of teaching, research, and public service by providing comprehensive public safety, security, law enforcement, emergency management, and related support services. The department is responsible for protecting life and property; enforcing the laws of the State of North Carolina and applicable University policies; safeguarding University assets; maintaining and supporting critical safety and security systems;

enhancing the safety and security of the campus community; and ensuring preparedness for emergencies and critical incidents. Through proactive policing, crime prevention, emergency preparedness, threat assessment, security operations, emergency communications, the management of critical safety and security systems, and collaborative partnerships, the Department of Public Safety fosters a safe, secure, and resilient environment that supports learning, research, work, and campus life across North Carolina A&T State University and its affiliated properties.

8AM-5PM Monday
- Friday. Requiring some overtime and weekend work
