The Recompete Data & Development Analyst plays a key role in the success of the North Olympic Peninsula Recompete Pilot Program, a federally funded economic development initiative focused on connecting people to living-wage jobs and strengthening the regional economy. As part of the Recompete Team, this position provides specialized technical expertise in data management, strategic analysis, federal grant administration, reporting, and fund development to support the North Olympic Peninsula Recompete Coalition and its partners.

Working with considerable independence under the direction of the Recompete Plan Coordinator, this position develops and maintains complex data systems, analyzes program and financial data to inform strategic decision‑making, and ensures compliance with federal grant requirements, Uniform Guidance, state law, and County policies. The role prepares fiscal and programmatic reports, coordinates grant administration activities, researches funding opportunities to promote long‑term program sustainability, and provides technical assistance to coalition partners.

This position also serves as a key liaison with internal and external stakeholders by preparing reports, presentations, and other communications that promote transparency and demonstrate program impact. Because Recompete is an innovative pilot initiative, the successful incumbent must be adaptable, collaborative, and able to respond effectively to evolving program needs and priorities.

Recompete is a federally funded initiative with a limited term that concludes September 30, 2029. As this role is 100% funded by Recompete, it also has a limited term. Without new additional funding, the role will be eliminated September 30, 2029.

Data Systems Design & Management
  • Organize, oversee, establish and maintain data sources that may include contracts, budgets, accounts payable, legal documents and/or other records.
  • Create and maintain complex files and databases. Maintain filing systems by deleting, purging and destroying records in accordance with established procedures and state law.
Specialized Technical Research & Analysis
  • Research and summarize specialized or technical information from varied sources. This may require selecting the most appropriate material and the use of spreadsheets and customized database applications.
  • Create a knowledge base of research on rural economic development, summarizing key insights that will support the overall success of Recompete, including fund development. Develop a tool to manage this research and information, making it accessible and useful for the NOPRC.
  • Work closely with NOPRC project leads and the Recompete Plan Coordinator to analyze Recompete data and apply findings to the continual improvement and overall strategy of the initiative.
Project Sustainability & Fund Development
  • Utilize specialized grant prospecting tools to identify funding opportunities that may support the continuation and sustainability of Recompete-related programs.
  • Maintain a document library of commonly requested information so Recompete projects are 'grant ready' (ex. Grant narrative, outcome reports, project budgets, tax documents, etc.).
  • Manage the administration of grant proposals, including managing a grants calendar, maintaining a filing system to organize proposal materials, managing logins to grant portals, etc.
  • Contribute technical editing to grant proposals and ensure all supporting data and financial information is accurate and complete.
Federal Award Administration & Reporting
  • Prepare, verify, and submit fiscal and programmatic activity reports in compliance with Uniform Guidance, federal and state law, and county policy.
  • Prepare budget and budget revision materials, as well as other financial and numeric documents, using generally accepted accounting principles.
  • Determine accounting inconsistencies or errors, prepare corrections, and verify accuracy of accounting reconciliations.
  • Report non‑compliance issues to department head or designee.
