Land Development Manager

The Land Development Manager is responsible for managing the Division’s land development program, directing activities such as roadway construction, water and sewer installation, earthwork, landscaping, irrigation, vertical construction and coordination with public utilities.

Responsibilities
  • Deliver new projects on time and within budget using construction schedules, contract documents, land development budgets, environmental studies, geotechnical reports, engineering and architectural plans, and permit compliance reports.
  • Work closely with Area Construction Managers and Director of Construction to provide ready-to-build home sites.
  • Assist in creation of development budgets during the entitlement process and value‑engineer specific aspects of design.
  • Maintain relationships with jurisdictional entities while protecting land use and development rights.
  • Oversee projects from permit approvals through construction, recording plat, final certification and community turnover.
  • Manage field operations related to land development including erosion control, grading, wetlands and dry utilities, paving, sidewalks, landscaping, hardscaping, amenities, post‑construction as‑built documentation, certifications and compliance letters.
  • Handle HOA management activities such as quarterly meetings, budget analysis, and improvements to common open space.
  • Maintain bonds and retrieve all types of guaranty in use by the division.
  • Collaborate with departments to deliver amenity and recreation centers, common entry landscaping, and ensure proper marketing window.
  • Manage SWPPP compliance.
  • Review project development budgets with Director of Development for reconciliation.
  • Perform additional duties as assigned by the Director of Land Development.
Qualifications
  • High School Diploma or equivalent required;
    Bachelor’s degree in construction management, civil engineering, or similar field preferred.
  • Minimum five (5) years of experience in land development.
  • Computer literacy, including word processing, spreadsheet analysis, project scheduling and data management software.
  • Detail‑oriented and problem‑solving skills for complex situations.
  • Ability to travel to the Puget Sound area.
  • Valid Driver’s License and good driving record.
  • Valid auto insurance coverage required.
Physical & Office/Site Presence Requirements
  • Regular in‑person attendance at company communities, job sites and offices during normal work hours is essential.
  • Ability to work more than eight hours per day in confined quarters of a construction trailer.
  • Ability to operate a motor vehicle, read plans, climb stairs and ladders, bend, stoop, reach, lift, move and/or carry equipment up to 50 pounds.
  • Occasional operation of construction equipment may be required.
  • Finger dexterity required for use of computer keyboard and calculator.
