The Application Software Development Team is looking for a Master-Level business analyst whose primary responsibilities include capturing, verifying, and managing requirements and requirements traceability in support of product development, testing, and delivery. The role involves developing requirements, workflow, and system analysis, working with business stakeholders and users to produce software specifications for current system enhancements, new system functionality, and new projects for use by customers.

Responsibilities also include analyzing, designing, and evaluating computer systems to address and satisfy business requirements, establishing functional, non-functional, and performance specifications, and ensuring all project documentation meets established guidelines. The analyst will conduct business and technical presentations for the customer, provide innovative solutions to complex technical problems, and understand and communicate government policies and regulations, operational mission, and goals for assigned programs.

Collaboration with developers and QA to guarantee that business and system requirements are met and functionality enhanced is required. The role also requires attending required training and performing backup support outside of the primary position function as assigned.

The candidate will be responsible for the implementation and management of business‑aligned IT services, ensuring the application platform is of high quality, defect‑free, and adheres to industry standards for development, testing, and deployment methodologies.

Candidate must have at least five years of experience in software requirements analysis and documentation and the ability to work with all levels of the client from end users to managers to obtain detailed system requirements. Excellent communication skills, facilitation of working meetings, probing question techniques, and an ability to translate client feedback into documentable requirements are essential. Critical thinking and analysis skills, as well as superior writing ability to document stakeholder requirements at various levels, are required.

Experience in creating system and user documentation, Microsoft Office tools (Word, Excel, PowerPoint), modeling tools (Visio, Balsamic), and requirements management tools such as Contour or Jira is required. Knowledge of Agile and SDLC methodologies is required.

Key Responsibilities
  • Interview and collaborate with stakeholders at multiple management levels to obtain requirements.
  • Document and manage software requirements.
  • Provide support for developers, test teams, and client stakeholders in the creation and implementation of requirements.
  • Develop and update software documentation.
  • Develop and update user guides.
  • Develop design documents and RTM drafts.
  • Develop software release notes.
  • Develop process analysis and standard operating procedures.
  • Provide process and system diagrams using available tools.
  • Provide strategic advice to the lead, management, and customers of the OIS.
  • Implement programming standards that support a secure and defect‑free application.
  • Interact daily with government clients to meet technical requirements for new initiatives.
  • Work with Quality Assurance and Quality Control teams to keep the application secure and defect‑free.
  • Evaluate, design, and implement accepted programming standards related to the SNAP E&T application and infrastructure.
  • Define and document processes for all application developers on the team.
  • Plan, research, and recommend new equipment, software tools, and related technologies.
  • Use monitoring and performance analysis tools to troubleshoot and isolate application performance issues.
  • Update system and process documentation, produce user guides, ER diagrams, and SOPs as needed—including Visio network design drawings.
  • Perform other duties as assigned.
