The Housing Division (HD)

The Housing Division (HD) partners with local governments, Tribes, housing authorities, nonprofits and other organizations to develop and preserve affordable housing, promote individual and family self-sufficiency, and reduce adult and youth homelessness.

The Data & Performance Unit (DPU)

The Data & Performance Unit (DPU) within the Housing Division (HD) is responsible for large scale system-wide initiatives related to homelessness and housing data systems, analysis, research, evaluation, and technical assistance.

DPU teams work to support communities by:

  • Strengthening data collection methods
  • Safeguarding the privacy and security of protected data
  • Improving data quality and data literacy
  • Producing actionable and accessible analysis
  • Evaluating performance and disparities, and
  • Providing technical assistance to strengthen responses to homelessness and housing crisis

The Youth and Young Adult (YYA) Data Team Manager provides strategic leadership for the DPU Youth and Young Adult Data Team to strengthen HMIS data quality, expand data literacy, and improve the collection, analysis, and use of data across Washington's Office of Homeless Youth (OHY) funded programs. This position leads the development and implementation of statewide data quality improvement strategies, technical assistance, training, and analytical initiatives that enable providers, communities, and state leadership to make informed, data-driven decisions that improve outcomes for youth and young adults experiencing homelessness.

The manager oversees a multidisciplinary team responsible for HMIS technical assistance, training, analytics, and performance monitoring, while fostering collaboration with OHY, HMIS administrators, community partners, and young people with lived experience. Through leadership of data-informed system improvement efforts, including Built for Zero initiatives, this position advances equitable, trauma-informed data practices and supports the goal of making youth homelessness rare, brief, and one-time.

Supervise

and Lead Youth and Young Adult Data Team
  • Supervise, mentor, and evaluate Youth and Young Adult Data Team staff through regular meetings, performance evaluations, and coaching to ensure high-quality performance and achievement of program objectives.
  • Establish work priorities, assign and monitor workload using work plans, project tracking tools, and program priorities to ensure timely completion of assignments and effective program operations.
  • Support employee development by identifying training needs, coordinating professional development opportunities, and providing ongoing guidance to strengthen staff knowledge, skills, and performance.
  • Foster a collaborative, inclusive, and high-performing team environment by facilitating communication, promoting continuous improvement, and encouraging accountability to achieve program goals.
Lead Statewide HMIS Data Quality and Data Literacy Initiatives
  • Develop and implement statewide strategies to improve HMIS data quality, completeness, accuracy, and timeliness among OHY-funded programs.
  • Direct the design and delivery of HMIS training, onboarding, and technical assistance tailored to the unique data collection requirements of youth and young adult programs.
