About this position

We are looking for a strategic, solutions-oriented, Resource Planning and Administration (RPA) Senior Specialist to provide department-wide technical leadership for corporate, people, financial, and administrative management in the Country Department Caribbean Group (CCB). The role will translate institutional priorities and business needs into integrated resource strategies, governance practices, and practical solutions that strengthen performance, resilience, accountability, and service delivery across the Front Office and Country Offices.

You will serve as a trusted advisor to the CCB Manager and Management Team, working closely with Country Representatives and corporate partners. You will lead and coordinate the RPA function across CCB, providing technical guidance and oversight to the RPA Specialists in the Country Offices, and quality assurance to the broader administrative community.

What you’ll do
  • Advise CCB leadership on people, financial, corporate, and organizational matters; develop options, assess risks and trade-offs, and translate decisions into integrated business, workforce, budget, and operational plans aligned with institutional priorities.
  • Lead the RPA teams across the Front Office and Country Offices, establish clear standards, roles, escalation thresholds, service expectations, controls, and review mechanisms, and ensure consistent and effective application of institutional policies and procedures.
  • Lead workforce planning and oversee recruitment, onboarding, performance management, learning, mobility, engagement, recognition, diversity and inclusion, and offboarding processes; advise management on organizational design, staffing scenarios, office environment, and other sensitive workforce matters.
  • Direct department-wide budget formulation, allocation, forecasting, execution, and reporting; provide management with timely analysis and recommendations, optimize resources across competing priorities, strengthen internal controls, and oversee accounting, payments, year-end activities, and other fiduciary responsibilities.
  • Provide strategic oversight of procurement and the full contract lifecycle, including planning, competitive processes, execution, performance monitoring, and closeout; improve compliance, value for money, operational efficiency, and risk management across CCB.
  • Oversee travel, facilities, security, business continuity and crisis management, records management, sustainability, fixed assets, official events, technology-enabled administrative services, and other corporate functions, ensuring continuity and responsive support across locations.
  • Lead the continuous improvement of business processes; sponsor change-management initiatives; use data, automation, analytics, and digital tools to reduce friction, strengthen transparency, and improve the quality and speed of services.
  • Build and share knowledge, tools, methodologies, and lessons learned; lead relevant learning and communication initiatives; maintain strong networks with corporate partners; and represent CCB in departmental and Bank-wide working groups, reviews, audits, and other relevant forums.
