Planning Technician And Planner I
Under moderate supervision, supports staff planners in routine planning initiatives, administrative tasks and customer service. Performs professional-level planning duties of limited complexity as a trainee under the supervision of staff planners.
Interprets County planning and zoning regulations for professionals and the general public.
Essential FunctionsPlanning Technician
- Provides technical assistance and information to staff planners and the public in the administration of specific planning program areas or ordinances.
- Assists staff planners in public outreach initiatives and community engagement.
- Reviews building permits, zoning permits, special event permits and other similar applications to assure compliance with local regulations.
- Prepares narrative staff reports and recommendations of limited complexity.
- Researches and compiles information on a variety of planning issues from multiple sources.
- Assists staff planners in monitoring development programs, performs site inspections, and investigations as directed.
- Performs routine office tasks in designated program areas, including data entry, file management, copying, answering telephones and provides courtesy service at the front counter.
- Develops and maintains automated tracking systems, hard copy files and records.
- Prepares maps, charts, tables of limited complexity, etc.
- Performs basic analysis and exhibit creation in GIS and publishing software.
- Attends public meetings, assisting other planning staff as appropriate.
- Assists contractors, County employees and members of the general public in answering questions related to the Land Development Code (LDC), subdivision regulations and other local regulations.
- Researches Plats and Subdivision Documents as they relate to zoning requirements.
- Prepares, processes and/or submits a variety of documents, including spreadsheets to track PUD build outs, analytical reports, studies, memos, correspondence, etc.
- Performs a variety of routine administrative duties as required, which include but are not limited to preparing reports and correspondence, entering computer data, copying and filing documents, etc.
- Interacts and communicates with various groups and individuals such as immediate supervisor, subordinates, co-workers, County personnel, consultants, NEFRC, developers, engineers, government agencies, Boards/Council, municipal personnel and the general public.
- Assists coworkers within the department with general office duties when needed, including but not limited to providing prompt and courteous service to walk-in guest, answering phones, etc.
- Operates a vehicle and a variety of equipment, which include a computer, telephone, calculator, copier, etc.
- Posts signs for upcoming public hearings.
- Assists coworkers in verifying compliance with development requirements by performing spot inspections for various items such as signage, landscaping, tree planting, and architectural standards.
- Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to higher management with respect to vacation time and leave requests.
- Performs related duties as required and other job-related duties as requested by Supervisor.
Planner I
- Receives and responds to inquiries regarding zoning issues; interprets and explains codes, ordinances and regulations to engineers, architects, contractors, property / business owners, and other interested parties.
- Assists permit applicants; determines/verifies zoning status as requested.
- Performs general GIS data management and spatial analysis.
- Reviews building permits, site plans and subdivision plats for compliance with applicable codes and regulations.
- Reviews and comments on petitions to the Planning and Zoning Board and to the Board of County Commissioners.
- Makes presentations to the Planning and Zoning Board, Amelia Island Tree Commission, Affordable Housing Advisory Committee, Board of County Commissioners and citizens' groups as required; provides expert advice to boards regarding planning issues.
- Assists with Planning Department planning initiatives, including public outreach and community engagement.
- Advises the Planning Director on updating/revising regulations and on the requirements of the Comprehensive Plan.
- Prepares draft ordinances and amendments to ordinances.
- Researches information pertaining to land development issues.
- Conducts field inspections of properties.
- Coordinates planning efforts with consulting firms as requested.
- Interacts and communicates with the immediate supervisor, co-workers, County personnel, engineers, contractors, consultants, architects, Board members, community/civic organizations and the general public.
