Overview

POSITION SUMMARY Under direction and supervision of the City Manager, the City Engineer serves as Director of the Engineering Department, administers the process of managing civil engineering projects for the City and review of city developments brought forward by the development community, and performs a variety of civil engineering assignments that require application of engineering principles, practices, and theories.

Distinguishing Characteristics

DISTINGUISHING CHARACTERISTICS Direction of the City Engineering Department entails formulating policies, goals, and directives; providing guidance to Engineering staff on projects, program planning, fiscal management, and assigned functional areas, including professional civil engineering work and design for a variety of development and public works programs; oversees a wide range of engineering work in the review of designs, studies, and research in municipal utilities;

provides highly responsible and complex administrative support to the City Manager and; represent the department on a variety of matters at the City, State, and National level.

Example of Essential Duties
  • Prepares or examines public and private engineering plans, specifications, designs, cost estimates, bid proposals, and legal descriptions for utility construction and maintenance projects.
  • Reports to and represents the City in meetings with contractors, developers, and other agencies.
  • Provides engineering services and consultation to a variety of field and other personnel.
  • Prepares project-related studies, draft reports, recommendations, and correspondence for the City Manager, City Council, and other departments or the public.
  • Make oral presentations before the City Council, commissions, committees, community groups and boards of other governmental agencies.
  • Participate in the selection and monitoring of consultants and contractors.
  • Serves as project manager and/or resident engineer on a variety of construction or capital improvement projects.
  • Research new materials and techniques and monitor current developments in civil engineering, and hydraulics and hydrology.
  • Performs contract administration activities; approves progress payments on contract construction projects; negotiates prices, and prepares contract change orders.
  • Supervises engineering staff consisting of two (2) Senior Project Managers, two (2) Project Managers and one (1) Administrative Specialist; determines staffing needs; hires, trains, schedules, evaluates, and implements disciplinary action, if appropriate, to assigned staff.
  • Research new materials and techniques and monitor current developments in civil engineering.
  • Completes improvement reviews for geo-technical engineering reports, construction materials design, submittals and test results related to quality assurance.
  • Performs related duties and responsibilities as required and other duties assigned.
  • Qualifications

    Knowledge and Abilities

    Knowledge of:

    • Principles and practices of civil engineering design, land development and construction;
    • Principles and practices of utility design, development and construction;
    • Administrative principles and practices, including goals and objectives development and work planning and organization;
    • Principles and practices of contract administration, project management and evaluation;
    • Theories, principles, techniques and equipment used in public works construction and maintenance;
    • Legal guidelines for public works engineering;
    • Computer applications related to engineering analysis.

    Ability to:

    • Prepare and evaluate engineering studies of large projects;
    • Prepare complex plans, specifications and legal contracts;
    • Perform difficult, technical research and analyze complex engineering problems, evaluate alternatives and recommend or adopt effective courses of action;
    • Prepare clear and concise reports, correspondence and other written materials;
    • Understand and administer grant projects in accordance with grant terms and conditions;
    • Exercise sound independent judgment within established guidelines;
    • Establish and maintain effective relationships with those contacted in the course of work.
