Summary

The Director of Finance directs and supervises the Accounting, Utility Billing and Municipal Court divisions and staff to ensure operational efficiencies. The Director of Finance oversees the preparation of the Annual Comprehensive Financial Report (ACFR). He/she provides oversight of the Town budget, payroll processing, financial planning, debt management, and Town investment programs. The incumbent is responsible for the collection, receipt, deposit, and disbursement of monies due to the Town and ensures that Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements are followed and Town financial operations are in compliance.

Under the Town Manager's direction, the Director of Finance performs executive-level administrative and professional work in planning, organizing, coordinating, and managing the operation and functions of the Town's Finance department.

Essential Duties and Responsibilities

  • Oversees and directs the work performed by the Accounting, Utility Billing and Municipal Court division staff and determines best practices for the department
  • Oversees and directs the compilation of operational and staffing financial information of the Town’s departments in the assembly and preparation for the annual budget
  • Participates in discussions with Town Manager and Town Board on current revenue trends and forecasts to provide an accurate evaluation of department budget requests
  • Plans, directs, organizes, and reviews general procedures of fiscal management, including accounting, budgetary control, revenue collection, special assessments, investment programs, purchasing, and budget preparation
  • Oversees the preparation of accounting records; the compilation, review of, and official filing of reports with financial institutions in adherence to municipal/government reporting regulations
  • Prepares summary reports of receipts and disbursements and documentation as required and supplied in treasury reports to the State
  • Manages the Town's investment program by compiling schedules for Town funds available for investment; works closely with financial advisors on projections and forecasts for the development of an investment plan
  • Administers and oversees the performance of the Town’s short and long-term financial plans as adopted by the Town’s Board of Trustees
  • Provides oversight of accounts payable and receivables and the preparation of payables, and the release of checks
  • Administers and enforces the Town's tax ordinances; conducts audits; determines tax liabilities as required; interprets and explains legal provisions, regulations, and procedures relative to taxation requirements
  • Manages and oversees the work of the Accounting Manager and Municipal Court Manager
  • Monitors, reviews, updates, and enforces the Town's financial policies
  • Provides overall supervision of payroll processes
  • Meets with potential developers and prospective vendors concerning processes related to the purchase, sale, lease, rental, and disposition of Town services or real property
  • Provides direction to assigned staff implementing the Board of Trustees policy and direction and ensures the Board of Trustees and Town goals are carried out
  • Monitors municipal government practices, standards, regulations, and trends for changes that may impact the Town
  • Creates, reviews and/or edits reports and statements prepared for the Board of Trustees and/or various committees and commissions
  • Serves as the Town liaison for the Finance Committee
  • Responsible for the annual preparation of the budget and ACFR
  • Responsible for monthly financial statement preparation
  • Responsible for quarterly financial reports and presentation of these reports to the Town Board
  • Participates in ongoing training for personal and professional development
