Community Services Officer (Project Management)

Hiring Range: $33.36 - $41.15 hourly

Salary Range: $33.36 - $45.04 hourly

The Community Services Officer is responsible for enforcing the Town of Firestone Municipal Code, conducting inspections, confirming compliance with Town code regulation and ordinance, and responding to animal control issues. The incumbent serves as a liaison to neighborhood groups and citizens, coordinating community police programs, participating in special events, community activities, providing education and resource information relative to environmental and nuisance control;

housing repair and property maintenance; animal control and wildlife issues.

Conducts field inspections, including visual observations of property conditions, violations related to vehicle and right of ways; investigates and documents various code and ordinance violations and complaints

Advises property owners on methods of abatement; prepares and issues courtesy notices, notices of violations, and summons to property owners identifying the need to comply with Town code and ordinances

Maintains accurate and complete records of complaints, inspections, violations and citations; prepares periodic written reports detailing code enforcement activity and results

Works collaboratively with other Town Departments/Divisions ensuring code compliance

Presents educational programs to internal and external groups on various community issues, including, but not limited to environment and nuisance control, zoning and property codes, animal licenses, animal control activities, and wildlife issues

Responds to animal control issues, such as animals at large, removal and disposal of dead animals, investigation of animal abuse and neglect, enforcement of licensing and welfare

Assists with and promotes the Towns animal licensing program

Performs vehicle inspections for VIN verifications

Assists with community policing programs, special events and community activities, i.e. Friends of Firestone program, Day of Service, Home Repair program and Santa Cops, etc.

Assists with traffic control, accident investigation matters and other police functions when requested by a police officer

Possesses the knowledge of names and locations of community streets, hospitals, public buildings, and commercial businesses

Maintains assigned vehicle for cleanliness, both inside and outside, and makes sure the unit is properly serviced and maintained

Supports and provides backup for Police staff as assigned

Participates in ongoing training for personal and professional development

May be assigned to work on special projects

• Knowledge of and ability to apply and communicate municipal code regulations, evaluate property conditions to determine if violations exist and propose recommendations
• Ability to work independently and exercise good judgment and decision-making
• Skilled with handling confrontation and providing negative information to residents or business owners in a positive manner, and de-escalating situations with tact and diplomacy
• Ability to communicate clearly and effectively and establish positive, constructive work relationships with Town personnel and members of the public during face-to-face, telephone, and written contact,including while responding to inquiries, citing violations and resolving case violations
• Skilled using oral language, social perceptiveness, and reasoning skills simultaneously to conduct effective interviews
• Reads, analyzes, and interprets general business periodicals, professional journals, technical procedures, or governmental regulations
• Excellent organizational skills for management of cases and maintenance of documentation, photos and reports
• Ability to handle wild and domestic animals and use various types of animal capture and control equipment
• Ability to operate a motor vehicle and comply with the Town and State driving and safety regulations; must possess a good driving record and maintain a valid Colorado driver license
• Knowledge of the practice, principle and procedure relative to accurate record keeping, written business correspondence, technical report preparation and presentation
• Ability to use a standard computer and software, including word processing, database management, spreadsheet applications, computer-aided dispatch, and report management system software
• Skilled with community policing techniques and programs

• High school diploma or equivalent is required
• Minimum of two years of experience involving high-level public contact working within the areas of community services, code enforcement, inspection, investigation, animal control, or customer service
• A combination of education and experience may be considered
