ICF seeks a Director, Education to work within our Child Welfare and Education Line of Business. This role focuses on providing technical assistance, research, and evaluation services to federal agencies and state/local educational agencies in Indiana, Ohio, and Michigan. The Director will lead large‑scale education capacity‑building projects and work closely with state education agencies to develop and deliver high‑quality, client‑focused technical assistance.
Key Responsibilities- Provide leadership, direction, and management for large‑scale education technical assistance and capacity‑building projects.
- Develop and maintain strong, collegial relationships with state education agencies and other clients.
- Conduct needs assessments and design technical assistance that addresses client needs.
- Monitor and course‑correct technical assistance, coordinating with project evaluators to curate evidence.
- Lead and coordinate TA teams and sub‑teams to ensure delivery of high‑quality services.
- Doctorate in education, social sciences, public administration, or related fields.
- 10+ years of experience at the state and/or national level working with K‑12 education policies, regulations, and systems.
- 10+ years of experience developing and delivering technical assistance to state and district educators and leaders.
- 10+ years of experience conducting needs assessments and developing client‑focused technical assistance.
- 10+ years of experience developing high‑quality technical assistance materials (briefs, white papers, tools, presentations).
- 5+ years of experience directing or managing large‑scale federal grants or contracts.
- 3+ years managing teams.
- Experience working with multiple stakeholder groups as a participant, content advisor, and technical assistance provider.
- Content knowledge of state education systems, key policy issues (assessment, accountability, college and career readiness, school turnaround, diverse learners, educator development and evaluation), and capacity‑building.
- Project management skills, including managing complex budgets, federal reporting, staff management, and continuous improvement.
- Excellent verbal, interpersonal, and written communication skills.
- Strong analytical, problem‑solving, and decision‑making capabilities.
- Ability to align project activities with federal priorities, performance measures, and approved scopes of work.
- Ability to work effectively in a group and independently.
