Description

DCCM is experiencing remarkable growth, and we are seeking a skilled National Environmental Policy Act (NEPA) Specialist to join our environmental team in Houston, TX. This role offers an exciting opportunity to contribute to our expanding environmental initiatives in Texas and other states and will report directly to the Texas Environmental Office Leader.

Responsibilities
  • Manage the preparation of NEPA documents, schedule, budget, etc. for Texas projects
  • Mentor entry-level NEPA practitioners.
  • Conduct environmental analyses (field and desktop), develop recommendations, and prepare technical reports under NEPA and applicable state regulations and programs.
  • Prepare NEPA documentation, including Environmental Impact Statements (EISs), Environmental Assessments (EAs), and Categorical Exclusions (CEs).
  • Conduct Section 4(f) and Section 6(f) coordination and documentation.
  • Provide quality assurance and quality control for all final products to ensure technical accuracy and regulatory compliance.
  • Assist in the preparation of proposals and other marketing endeavors.
  • Attend client meetings, including project kick-offs, update meetings, field reviews, etc.
  • Conduct desktop studies using Arc Pro GIS software.
  • Review and interpret planning studies and/or preliminary design plan sets or concepts.
  • Interact with engineering and environmental coworkers, designers, clients, regulatory agencies, and sub-consultants to achieve project objectives.
  • Assist other team members with various NEPA studies in additional states.
  • Work with the Director of Environmental Services and other Environmental Leadership to grow and expand our services.
Requirements
  • MS or BS degree in Environmental Science, Natural Resources, or a related field.
  • Minimum of 5 years of experience with NEPA compliance, specifically with transportation projects or other linear/corridor projects.
  • Excellent written and verbal communication skills, ensuring efficient report preparation and effective collaboration among team members.
  • Extensive hands‑on environmental field experience, specializing in wetlands, ecology, wildlife biology, or similar interests.
  • Current Texas Department of Transportation (TxDOT) environmental pre‑certifications and in-depth familiarity with TxDOT Environmental Compliance Toolkits.
  • Experience with Arc Pro GIS software for environmental mapping and analysis.
