Overview
GovCIO is currently hiring for a Technical Project Manager to serve as a Team Lead for projects, handling all coordination and tasks for the project, including acting as Scrum Master. This position is remote, but may require occasional travel to DC, and is located in the Maryland/DC/Virginia area.
Responsibilities- Manage the assigned scrum boards, ensuring all tasks are identified, assigned, and tracked to completion accurately.
- Groom PBIs, write clear and complete Acceptance Criteria, test system functionality as needed.
- Identify risks, issues, and impediments and actively assist in mitigating or reporting these to the Program Manager.
- Schedule tasks and coordinate with various team members to accomplish results.
- Proactively understand all technical tasks assigned, monitoring all work on the scrum boards.
- Ensure adherence to quality standards, perform peer reviews, functional testing and prepare documentation.
- Conduct project meetings and lead tracking, analysis, and reporting.
- Fill in for other team leads as needed and coordinate cross‑resource projects.
- Coordinate team and user meetings as required and document meetings.
- Bachelor’s degree with 8+ years (or commensurate experience).
- Public Trust clearance.
- Agile Scrum Master certification and experience.
- Business analysis experience, Visio workflows, and testing skill set.
- Experience creating and reviewing SDLC documents:
Test Plans, Requirements, Design, Implementation. - Senior business analysis in an agile environment with use cases, acceptance criteria, and grooming experience.
- Hands‑on testing experience (UAT, regression, system).
- Project lead or coordination experience in agile; flexibility and change management.
- Ability to understand operational issues impacting the system and coordinate tasks from a high level.
- Team collaboration with independent work, confidence, and proactivity.
- Commitment to continuous improvement.
- Project management and coordination experience or certification.
- Experience with a CRM toolset such as Dynamics.
