Job Title
The position involves facilitating the transfer of ownership via recorded deeds and other legal documents to maintain the Assessor's ownership records. Additionally, it includes assisting the Cartographer in the maintenance and updating of Assessor cadastral records from legal descriptions, survey notes, and other written materials, using computer and GIS systems.
Job DescriptionUnder supervision, performs administrative work of moderate difficulty; performs related work as assigned. Illustrative duties include:
- Coordinating and scheduling specialized departmental functions, meetings, and travel
- Overseeing an administrative unit's record management systems and databases
- Serving as lead staff
- Supervising employees as assigned and providing training to assigned staff
- Assisting with special projects as assigned
- Preparing and maintaining statistical and administrative reports
- Gathering and preparing information for budgetary purposes
- Creating, processing, and distributing confidential and sensitive documents and correspondence
- Coordinating the preparation, distribution, and preservation of departmental records
- Communicating and acting as liaison with other departments, agencies, and the public
- Attending meetings to represent the department
- Composng and typing correspondence, contracts, reports, and other documents
- Researching pricing and vendors and preparing requisitions for needed goods and services
- Performing research regarding grants and external sources of funding
- Taking and transcribing meeting minutes
- Receiving and accounting for money
Four years of progressively responsible administrative or clerical experience; OR, Associate's degree and three years of progressively responsible administrative or clerical experience; OR, Bachelor's degree and two years of progressively responsible administrative or clerical experience; OR, any equivalent combination of education, training, and experience which demonstrates the ability to perform the duties of the position. The ideal candidate will have one year of experience in title examination, title processing or one year of course work in cartography, surveying or related subjects: one year of coursework in GIS;
or any combination of education, training, experience which demonstrates the ability to perform the duties of the position. Preferred qualifications include specialized knowledge and experience with chain of title examination and/or Real Estate. Knowledge and experience in Geographic Information Systems (GIS) or other mapping or survey. Previous Assessors experience, (in-state or out-of-state). Knowledge of Arizona real estate and property law, including Arizona Title 33 statutes, with experience interpreting deeds, conveyances, easements, condominium documents, planned communities, and other real property instruments.
Excellent written and verbal communication skills, including the ability to explain technical property and mapping concepts to coworkers, government agencies, and the public. This position is non-exempt from overtime.
Skills and Abilities
Considerable knowledge of specialized terminology, procedures, and forms; records management; business English, spelling and arithmetic, punctuation and grammar; modern office practices, procedures, and equipment; rules and procedures of assigned department, including state and federal law. Working knowledge of principles and practices of administration. Skill in use of computer applications, including Microsoft Word, Excel, and/or database; use of modern office equipment. Ability to make sound decisions independently and in accordance with regulations, policies, and procedures;
perform complex administrative functions with speed and accuracy; meet deadlines and maintain workflow; accurately maintain records and prepare reports; work safely and support the culture of workplace safety; establish and maintain effective working relationships with employees, other agencies, and the public; follow written and verbal instructions; communicate effectively verbally and in writing.
