Overview
Nature of Work:
Under general supervision performs development services-related engineering work of considerable difficulty in the review and coordination of Community Development projects; performs related work as assigned.

- Supervises development engineering related permitting processes and plan reviews to ensure compliance with applicable codes and ordinances
- Manages the ADEQ municipal separate storm sewer systems (MS4) program
- Coordinates planning and engineering design with hydrology, plans review, enforcement, inspections and outside agencies
- Reviews, inspects, approves and signs site development plans, cost estimates, drainage designs and final plats
- Acts as project coordinator/team leader on assigned projects
- Provides technical support to internal and external agencies, developers, consultants, contractors, Professional Engineers and citizens
- Assists in coordination of engineering development services-related compliance and code enforcement
- Supervises, trains, and evaluates assigned staff
- Provides customer service to permit applicants, contractors, consultants and the general public
- Monitors budget expenditures
- Performs related work as assigned
Essential functions include but are not limited to driving, standing, walking, sitting, lifting, and carrying (up to 20 lbs.). Pushing and pulling (up to 20 lbs.), working with and around others, working alone, working with interruptions, repetitive motion hand/wrist/elbow/shoulder, vision acuity (near/far/color vision) for inspections, hearing and speech for ordinary conversation, touch for working with electrical/mechanical systems. Environmental factors include working outside part of the time.
Minimum Qualifications- Bachelor's degree in Civil Engineering and four years of experience working in a civil engineering related position, including two years of supervisory experience; OR
- Associate degree in Civil Engineering and five years of experience working in a civil engineering related position, including two years of supervisory experience; OR
- Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.
This position is non-exempt from overtime.
This position is safety sensitive.
Additional RequirementsCurrent registration as a P.E. within the State of Arizona;
Must obtain an Arizona driver's license by date of hire and maintain it throughout employment.
Arizona Floodplain Managers Association Certification.
Knowledge,Skills And Abilities
Considerable knowledge of:
- Civil engineering principles and practices
- Roadway, bridge, and drainage engineering design and construction
- Computer operations as applied to engineering design and construction
- Surveying principles and practices
- Laws, codes, ordinances, and regulations governing engineering, land use, surveying, and development
Working Knowledge Of:
- Business process review and implementation
- Principles and practices of positive supervision
- Safety regulations and safe work practices
- Governmental budgeting and fiscal management policies and procedures
- Testing procedures used in road construction and maintenance
- Transportation funding and federal aid requirements
- Traffic control devices
- Design and utilization of traffic control systems
- Applicable computer software
Ability To:
- Calculate and evaluate technical engineering data
- Work independently, set priorities and manage time effectively
- Interpret federal, state, and county laws, codes and regulations
- Prepare and review engineered plans for roadway, bridge, and drainage structures
- Plan, develop, and coordinate complex engineering projects
- Represent the County in meetings with the public, individuals, and other agencies
- Prepare and deliver presentations to various groups
- Work safely and support the culture of workplace safety
- Establish and maintain effective working relationships with employees, other agencies and the public
- Follow written and verbal instructions
- Communicate effectively verbally and in writing
