Job Summary:

This position performs tasks related to the review, development, and delivery of the Department's construction program. These tasks include, but are not limited to, field reviews, data gathering, plans review, specifications and cost estimates, coordinating and attending stakeholder and other project meetings, and the preparation of written documents and analysis. This position is also responsible for tracking the progress of the full life‑cycle of district construction projects.

It is the primary district point of contact for all construction projects in the development process and coordinates staff as well as project needs. It serves as a direct representative of the District Administrator in the absence of the Assistant District Engineer.

Job Duties:
  • Reviews construction plans and specifications; reviews encroachment permit project plans, specifications, and field issues as directed.
  • Coordinates and attends project field reviews.
  • Prepares documents and written reports related to construction projects, minor project subprogram, HSIP, or other programs.
  • Represents the District at public and stakeholder meetings.
  • Uses a state vehicle in the course of job duties.
  • Proactively communicates with other project team members and attends progress and comment resolution meetings, including project coordination.
  • Assists with winter weather emergencies or other emergencies as assigned, including working dispatch to communicate roadway conditions and incidents to appropriate departments; or assisting in road block/traffic control during inclement weather or emergency conditions.
  • Gathers field and plans data as requested and implements decisions and policies as directed by upper management.
Knowledge, Skills & Abilities (KSAs): KNOWLEDGE OF:
  • Principles and practices of Civil Engineering as applied to the development, construction and maintenance of State Highway systems.
  • Federal and State statutes and agency standards, policies, and procedures applicable to the area of assignment.
  • ADOT requirements for design, construction and traffic control planning for all roadway features as outlined in the ADOT Standard Specifications, the ADOT Standard Drawings for Construction as well as the AASHTO and ADOT Roadway Design Guidelines.
  • Highway construction methods and practices including roadway drainage, traffic engineering, and structures.
SKILLS IN:
  • Analyzing and evaluating a wide variety of engineering data.
  • Researching, reading and interpreting a variety of technical engineering documents such as survey data, highway plans and specifications.
  • Skill in oral and written communications, organizing and prioritizing work assignments.
  • Researching, reading and interpreting a variety of technical engineering documents such as survey data, highway plans, quality control documentation and instruments relating to the acquisition and disposition of real property (including deeds, easements, condemnations, rights‑of‑entry and order of immediate possession).
  • Interpersonal relationships as applied to contacts with agency staff, employees of other agencies, local governments, developers, consultants and the public.
ABILITY TO:
  • Write and speak with clear technical articulation.
  • Read and interpret construction plans and specifications.
  • Obtain, research, analyze and interpret engineering data.
  • Participate in a team environment and interact with other employees and customers.
  • Exercise independent judgment within agency standards and guidelines.
Selective Preference(s):
  • Experience as a Transportation Engineering Technician.
  • Completion of ADOT EIT Program and/or education or other qualifications related to the job duties.
