Financial Analyst, Financial Reporting
Nature of Work
Under general supervision performs work of considerable difficulty in the preparation and administration of the County's budget; performs related wok as required.
Typical Duties(Illustrative Only)
- Participates in the administration and development of the budget
- Reviews and evaluates budget requests
- Monitors and analyzes accounts and budget variances
- Coordinates the assembly and dissemination of budget documents and reports
- Reviews, contracts, agreements, and purchase requisitions and ensures availability of funding
- Projects revenues and expenditures
- Analyzes proposed financial projects and commitments versus budget allocations
- Reviews and verifies complex financial and budgeting data and documents to ensure accuracy
- Assists, trains and provides guidance to Business Managers regarding appropriate budgeting practices and use of the County's financial system
- Prepares costing studies to support proposed departmental activities
- Participates in the development of budgeting and reporting procedures
- Develops procedures for tracking financial commitments
- May provide lead direction and work review of professional and clerical support staff
- Makes recommendations for procedural changes based on study results
- Evaluates programs and recommends appropriate improvements
Essential functions of this position include but are not limited to: sitting for computer work; working with and around other staff; working alone; dealing with interruptions; repetitive motion (hand/wrist) for computer work,; vision acuity (near/ far) for computer work; hearing and speech for ordinary conversation with staff and customers; finger dexterity for typing/ 10-key.
Minimum Qualifications- Bachelor's degree in accounting field and three years progressively responsible experience in accounting, finance or budgeting; OR,
- Associate's degree in accounting field and four years progressively responsible experience in accounting, finance or budgeting; OR,
- Five years progressively responsible experience in accounting, finance or budgeting; OR,
- Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.
- Technical accounting knowledge and training
This position is exempt from overtime.
Note:
Individuals in exempt classifications as part time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.
Experience or knowledge of governmental accounting and budgeting. Proficient with Microsoft applications, particularly MS Excel.
The ideal candidate is proficient in accounting principles, able to balance multiple tasks, and possess exceptional customer service skills to provide technical assistance to others within the organization.

- Governmental budgeting practices
- Principles of budgetary administration, control and monitoring
- Personnel management and the principles of positive supervision
- Practices and techniques of governmental budgeting
- Principles, practices and techniques of governmental accounting
- Theory, principles, practices and techniques associated with financial and economic analysis
- Standard office procedures
- Design and effective use of technology for financial management, analysis and reporting
- Analysis, evaluation and interpretation of complex financial information
- Proficiency with spreadsheets and financial software
- Analyze complex problems and situations and suggest appropriate solutions
- Conduct detailed research and analysis of complex financial data and prepare reports and findings
- Develop, coordinate, implement and evaluate policies and procedures
- Work safely and support the culture of workplace safety
- Establish and maintain effective working relationships with employees, other agencies and the public
- Communicate effectively, verbally and in writing
- Follow verbal and written instructions
