Overview
Our dynamic and award-winning Human Resources Department is seeking an HR Specialist to be part of a collaborative, innovative team. The HR Specialist performs extensive data entry related to employee payroll and demographic information within the County’s Tyler Munis HRIS system and is responsible for coordinating County programs and supervisory academies.
The Human Resources Team is made up of 14 staff and serves employees, departments, and citizens. This position may require occasional travel to outlying areas of the county including Williams, Tuba City, Page, and Fredonia.

Nature of Work:
Under general supervision performs human resources administrative work of moderate difficulty in a variety of human resource functions. Upon management approval and once thoroughly trained, this position may be eligible to work remotely. Telework is a privilege that may be removed or changed.
- Works with the Human Resource Information System (HRIS) to perform accurate financial and personnel processing.
- Receive, review, correct, and enter Personnel Action forms into Tyler Munis, ensuring data accuracy and compliance.
- Review payroll processing and troubleshoot issues within Tyler Munis to ensure accurate employee pay.
- Track and process new hires, managing all aspects of onboarding.
- Coordinate and support New Employee Orientation I and II.
- Maintain employee records, oversee filing systems, and manage public records requests in accordance with policy.
- Provide excellent customer service to both internal and external customers.
- Remain current on County policies and procedures to provide accurate and up-to-date information.
- Support all functional areas within Human Resources, including assisting at the reception desk as needed.
- Maintain strict confidentiality and high ethical standards at all times.
- Participate in special projects and perform other duties as assigned.
Essential functions include but are not limited to: working with and around others; working with frequent interruptions; repetitive motion for computer work; visual acuity (near and far) for computer work; color vision for working with computer screen; hearing and speech for ordinary conversations and training; touch for computer work.
Minimum Qualifications- Bachelor's degree in human resources, public administration or related field and one year of human resources administrative experience; OR;
- Associate degree in human resources, public administration or related field and two years of human resources administrative experience; OR;
- Three years of human resources administrative experience; OR;
- Any combination of education, training or experience which demonstrates the ability to perform the duties of the position.
This position is non-exempt from overtime.
The ideal candidate is a supportive team member who has extensive payroll data experience, as well as excellent Excel and organizational skills, customer service skills, is detail-oriented, works well with multiple deadlines, can work effectively with interruptions and meeting noise, and enjoys being part of a collaborative team.
Preferred qualificationsInclude: bachelor’s degree in human resources, public administration or related field; proficiency with Word, PowerPoint, and Publisher; experience with highly detailed data entry and data entry/verification; experience with Personnel Action Form entry/verification and HR change processing/verification; experience in Payroll and working in a fast-paced, high-volume department; coordination of training and employee programs; strong Excel and reporting; excellent organizational skills, multi-tasking, prioritization abilities, and strong customer service skills;
enjoys research, data analysis and problem-solving; strong HRIS experience.
