Position:
Foster Care Licensing Specialist

Status:
Salaried/Exempt

This is a professional position that provides as the initial contact for all referrals for new foster care placement in accordance with contract compliance and/or acts as a liaison between foster care staff and foster parents by recruiting, certifying, and training foster parents.

Qualifications (required At Time Of Offer)
  • Bachelor's degree in social work or other related field as required by the State's licensing guidelines.
  • Experience in a child placing agency preferred.
  • Excellent written and verbal communication/presentation skills.
  • Excellent organizational and interpersonal skills.
  • Reliable transportation.
  • Satisfactory completion of all employment eligibility and Agency hiring requirements.

Responsibilities (illustrative and not intended as inclusive; specific responsibilities may vary)

To recruit, license and retain foster parents maintaining cases in various counties with the Ennis Center service area by:

  • Recruiting, accepting referrals for and prescreening applicants to determine eligibility as foster parents for provision of service under all agency contracts (respite, foster care, etc.).
  • Researching, planning and implementing monthly recruitment events (number to be determined by the Director based on caseload size).
  • Traveling throughout various counties across agency service area. Assisting with Licensing responsibilities across all agency offices as needed. This includes carrying caseloads outside of the employee's designated home office.
  • Providing 24-hour crisis on call availability to clients and family on a rotating basis.
  • Maintaining State compliance of existing foster homes and ensures completion of all required documentation for initial licensing and/or licensing renewal.
  • Accurate, professional, and timely completion and distribution of all required reports, filings, and statistical information.
  • Identifying appropriate foster homes for placements, ensuring compatibility of youth and foster home for licensing compliance.
  • Participating in agency-wide search for emergency placements, utilizing agency-wide text and email distribution lists and coordinating with other Ennis Center offices.
  • Ensuring foster home compliance.
  • Investigating complaints against foster families; ensuring complete, accurate and timely processing.
  • Attending court hearings when required.
  • Facilitating ongoing training on policy and procedure as outlined by MDHHS for staff, foster parents, and others as deemed necessary.
  • Maintaining a flexible work schedule which may include evenings and weekends.
  • All other duties as assigned.

  • Maintains as confidential all matters related to Agency affairs and refrains from internal and external discussions related to any employee, consumer, financial, or administrative issue except as required as part of job performance.
