General Statement Of Duties
Administers, plans, organizes, coordinates and directs the divisional activities relative to the enforcement of safety, zoning, housing, construction, environmental improvement, plan review and other codes and ordinance enforcement. Assists with the development of goals and objectives of the division; performs related work as required.
Duties And ResponsibilitiesDirects the planning, developing and implementing of division policies related to various issues, programs and duties.
Is responsible for the administration of the division and supervision of divisional staff including organizing workflow and assigning general duties.
Establishes inspection techniques.
Responsible for staff training implementation and development.
Prepares annual report and monthly activity reports.
Examines complex project plans and specifications that are subject to permit issuance.
Interprets codes for professional designers and others;
Furnishes varied technical construction code information to other City administrators and citizens.
Reviews and updates construction codes, ordinances, and related legal material.
Takes an active part in the code-change process on local, state and national level.
Inspects buildings for code compliance and hazards and takes necessary corrective measures.
Acts as secretary and technical advisor to various boards; primary among these is the Building Board of Appeals.
Reviews and implements legislation relating to safety, construction, zoning and other matters relative to activities of the division.
Directs the enforcement of related state and federal laws are required.
Makes recommendations to the Director of Community and Neighborhood Services and others in divisional personnel activities related to the selection, training, evaluation, and discipline of the same.
Responsible for the preparation and monitoring of the annual division budget.
Carries out all other duties as assigned by the Director of Community and Neighborhood Services.
Minimum Entrance RequirementsPossession of a Bachelor's degree in Construction Management or a related area; or a combination of education and experience in the construction field.
Five (5) years of full-time paid work experience in the construction field.
Three (3) years of supervisory experience in the area of Inspection services.
Knowledge of construction codes, pertinent city ordinances and codes, state regulations and federal laws.
Skill in planning, directing and administering Inspection programs and systems.
Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion.
Ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with employees, city officials, labor unions and the general public.
Ability to function under pressure in diverse and stressful situations.
Ability to exercise individual judgement and discretion.
Necessary Special Requirement(s):Employee must be registered as a Building Official (Act 54) within ninety (90) days of appointment.
Possession of a valid State of Michigan Driver's License at the time of appointment.
Employee may be required to provide their own transportation.
Supplemental InformationEmployees hired by the City must maintain residency as follows:
Exempt - within 25 miles of the nearest boundary of the City of Flint.
