Bachelor's degree
-AND- four (4) years' experience in the area of planning or human resource management or the administration of a social service program;

-OR-

Master's degree
-AND- two (2) years' experience in the area of planning or human resource management or the administration of a social service program;

-OR-

An equivalent combination of education and experience that is deemed acceptable.

Job Summary:

Responsible for writing proposals for grants and developing projects for GCCARD; duties are directed toward securing funds and setting up anti-poverty projects to meet unmet community needs; performs highly responsible work involving direct responsibility for the operations of GCCARD projects; maintains overall responsibility for Agency administrative staff in the absence of the Director; works under the supervision of the Director; performs related duties as required.

Essential Job Duties and Functions:

  • Reviews and approves all Agency personnel changes.
  • Prepares news releases and public information bulletins related to Department policies, programs and activities.
  • Represents and attends meetings on behalf of the Director.
  • Serves as liaison and Department resource to citizens groups and related community organizations.
  • Writes proposals for grants for Department sponsorship.
  • Identifies funding sources, including local, state, federal and private, for expansion of existing Department anti-poverty projects and implementation of new projects.
  • Provides technical assistance and makes recommendations to supervisors related to available or potential funding sources.
  • Assists in planning, developing and organizing programs that will utilize potential funding sources including identification of services to be offered target groups to be served and staff required to implement approved projects.
  • Assists in the design of evaluation and monitoring systems for projects developed.
  • Monitors projects upon implementation to assure compliance with grant requirements and project objectives.
  • Arranges leasing for projects physical facilities and obtains necessary equipment and supplies.
  • Prepares and maintains required reports and records.
  • Develops proposals and assists in the presentation for funding from the City of Flint for local matching funds.
  • Researches and develops Annual CSBG/SSA Proposal for CORE Projects and the Neighborhood Center.
  • Coordinates and supervises the local and state process of approval for CSBG/SSA funding.
  • Provides technical assistance to GCCARD staff in preparation of refunding proposals.
