Foster Care Licensing Specialist
Position Status:
Salaried/Exempt
Salary Range: $44,200 - $55,000 annually
This professional position serves as the initial contact for all referrals for new foster care placement in accordance with contract compliance. The specialist acts as liaison between foster care staff and foster parents, recruiting, certifying, and training foster parents.
Qualifications (required at time of offer)- Bachelor’s degree in social work or a related field, as required by the State’s licensing guidelines.
- Experience in a child placing agency preferred.
- Excellent written and verbal communication and presentation skills.
- Excellent organizational and interpersonal skills.
- Reliable transportation.
- Satisfactory completion of all employment eligibility and Agency hiring requirements.

- Recruit, license, and retain foster parents, maintaining cases in various counties within the Ennis Center service area.
- Recruit, accept referrals for and prescreen applicants to determine eligibility as foster parents for agency contracts.
- Research, plan, and implement monthly recruitment events.
- Travel throughout service area and assist with licensing duties across agency offices.
- Provide 24‑hour crisis on‑call availability to clients and families on a rotating basis.
- Maintain state compliance of existing foster homes and complete all required licensing documentation.
- Produce timely reports, filings, and statistical information.
- Identify suitable foster homes for placements, ensuring compatibility of youth and home for licensing compliance.
- Participate in agency‑wide search for emergency placements and coordinate with other Ennis Center offices.
- Ensure foster home compliance and investigate complaints against foster families.
- Attend court hearings as required.
- Facilitate ongoing training on policy and procedure as outlined by MDHHS for staff, foster parents, and others.
- Maintain a flexible work schedule, including evenings and weekends.
- All other duties as assigned.
- Promote a positive working environment within the Agency.
- Maintain a professional and respectful demeanor with Agency employees, consumers, visitors, and the public.
- Actively participate in training, staff meetings, and Agency activities as required.
- Participate in special projects or additional assignments as required.
- Comply with the Agency’s Employment Policies & Procedures and Standards of Conduct.
- Keep all matters related to Agency affairs confidential and refrain from unnecessary discussions.
