Principal​/Senior Principal Supply Chain Subcontract Specialist

• Develop subcontract specifications, work statements, and terms and conditions for specialized materials, equipment, and/or services
• Prepare bid packages and conduct bidders conferences
• Analyze and evaluate proposals
• Negotiate subcontract provisions
• Select or recommend subcontractors
• Write awards and administer resulting subcontracts
• Negotiate and coordinate additions, deletions, or modifications to subcontracts
• Participate with contracts administration and purchasing to develop subcontract policies and procedures
• Ensure compliance with FAR, DFARS, public law requirements, and company policies and procedures
• Manage supplier performance throughout the subcontracting lifecycle
• Cultivate and maintain working relationships with suppliers, customers, and internal stakeholders
• Support the Strategic Deterrent Systems division at Northrop Grumman Defense Systems

• Principal level: 5 years of experience with a Bachelor’s degree; or 3 years of experience with a Master’s degree
• Sr. Principal level: 8 years of experience with a Bachelor’s degree; or 6 years of experience with a Master’s degree; or 4 years of experience with a PhD
• Familiarity with FAR provisions and GSC policies and procedures
• Experience with subcontract administration
• Experience preparing subcontractor Request for Proposal (RFP) packages and supporting the NGC acquisition process
• Experience preparing and presenting briefings to leadership
• Ability to provide accurate supplier invoice and accrual forecasting
• Strong knowledge of Microsoft Office applications
• Must have the ability to obtain and maintain a U.S. Government DoD Secret security clearance
• Preferred degree in Supply Chain, Business Administration, Accounting or Finance
• Experience creating subcontracts using SAP
• Experience with cost plus incentive fee/award fee contract types
• Proven leadership ability in high-tempo, multi-task environments within aerospace/defense
• Experience working in regulated industries, specifically aerospace and defense acquisition
• Proficiency with SAP or equivalent enterprise resource planning for contract and procurement management
• Strong analytical and problem-solving skills
• U.S. Citizenship is required for positions with a government clearance

Demonstrates expertise in subcontract administration, including the development of specifications, bid packages, and compliance with FAR and DFARS regulations. Proven ability to manage supplier performance and cultivate relationships within the aerospace and defense sectors.
