Position Summary

We are seeking two (2) highly skilled Source Selection Advisor - Subject Matter Expert to provide senior leader advisory support and strategic oversight for the Missile Defense Agency (MDA) Technical Advisory and Assistance Services (TACS) program located at Redstone Arsenal, AL. In this high-visibility role, you will act as the principal advisor to Source Selection Evaluation Boards (SSEBs), Advisory Councils (SSACs), and Source Selection Authorities (SSAs) across multiple complex, multi-million-dollar defense acquisitions.

You will perform independent, high-level analyses of source selection schedules, documentation, and processes to forecast risk and ensure strict compliance with DoD and MDA Source Selection Procedures.

This position is tailored for a seasoned acquisition executive with a background equivalent to a GS-15 or senior military leader. You will shape the future of agency procurement by collaborating with the Enterprise Procurement Innovation Cell (EPIC) to research and deploy cutting-edge contracting solutions. If you hold a Bachelor's degree, a DAWIA Level III certification, and have a proven track record of successfully guiding senior leaders through complex FAR Part 15 source selections and formal contract protests, we invite you to lead this vital enterprise mission.

This role requires personnel to have an Active Secret Clearance.

Work Location:

This position is performed on-site at Redstone Arsenal, AL. Regular on-site attendance is required to support customer and contract requirements. Telework may be available based on contract requirements and customer approval.

Key Responsibilities

  • Provide source selection senior leader advisory support, to include independent review of:
    Source Selection Plans (SSP), solicitations, exchanges with Industry, review of source selection documentation (e.g., Evaluation Notices (ENs), Competitive Range Decision Documents (CRDD), Proposal Analysis Reports (PAR), Source Selection Decision Documents (SSDD), and associated competitive range and decision briefings) and debriefings in accordance with the DoD and MDA Source Selection Procedures, including MDA Instruction 5013.06-INS.
  • Collaborate simultaneously with multiple Source Selection Evaluation Boards (SSEBs), Source Selection Advisory Councils (SSACs), and Source Selection Authorities (SSAs) to identify potential problem areas and advise source selection teams in matters related to the development of solicitations, evaluation of proposals, exchanges with industry, and evaluation documents.
  • Conduct independent senior analysis of source selection schedules, solicitation documentation, processes, or procedures to inform the SSA, SSAC, SSEB, PCO, Source Selection Director, or other cleared personnel, of any associated risks or potential impacts.
  • Assist the Source Selection Directorate in development of source selection templates, dissemination of best practices and lessons learned, and conducting research and outreach on source selection topics and other related topics, as required.
  • Develop and deliver general and procurement-specific source selection training, Directorate Enterprise Procurement Innovation Cell (EPIC) related training, conduct any other required miscellaneous training, and participate in Government teleconferences, meetings, or out-briefs, as required.
  • Assist the EPIC in conducting research, developing proposed courses of action, outreach to other Government entities for collaborative purposes, development of contracting innovation processes and procedures, and dissemination of best practices and lessons learned as required.

Qualifications

  • ACTIVE Secret Clearance is REQUIRED
  • Minimum of a Bachelor’s degree in Business Administration, Finance, Contract Management or equivalent field.
  • Prior experience as a GS-15, or equivalent positions in the military, a DoD buying activity or civilian agency which executed assisted acquisitions on behalf of DoD activities.
  • Minimum of 10 years of prior experience as a warranted contracting officer or program manager in a DoD buying activity, or civilian agency which executed assisted acquisitions on behalf of DoD activities.
  • DAWIA Level III Certification in Contracting or Program Management.
  • Direct experience in advising and/or conducting/leading more than five (5) source selections, including one or more procurement protests within DoD, or a civilian agency in support of DoD activities/agencies.
  • Experience with FAR Part 15 formal source selection procedures, FAR Subpart 16.505 ordering procedures; and FAR Part 33.1.
  • Demonstrated experience and capability to advise the federal government on all aspects of the acquisition life cycle to implement and adopt innovative acquisition solutions.
Compensation and Benefits

The estimated compensation range for this position is between $223,782 - $247,338 annually.…
