JOB SUMMARY

Under the general supervision of the Public Works Director, the County Engineer performs professional engineering and management work of considerable difficulty managing the Engineering, Traffic, Flood Control & Drainage Sections in the Public Works Department; performs other work as required or assigned. The incumbent supervises the design and/or construction of transportation, traffic engineering, flood control and drainage projects and other official County Public Works projects.

The employee applies general goal and policy statements to resolve organizational and service delivery problems. The incumbent has Arizona State statutory responsibilities and must comply with all requirements. The employee has considerable latitude in administering a complex and/or sensitive area of responsibility. Responsibilities include preparing and monitoring budgets, establishing goals, administering personnel policies, fulfilling statutory requirements, and formulating functional policies and procedures.

The recommendations and decisions made affect the administration and management of major programs and/or services and attainment of goals.

RESPONSIBILITIES
  • Directs the planning, estimating, design and construction of official County Public Works engineering, transportation, traffic engineering, flood control and drainage projects.
  • Review, comment, and ensure development plans conform to PWD standards, policies, and procedures.
  • Directs assigned PWD managers and staff through appropriate delegation and work supervision, assign duties, responsibilities, resources, and scope of authority, meet regularly with staff to discuss and resolve workload and technical issues, and review work in progress in order to anticipate technical and management problems.
  • Supervises the preparation and review of contract drawings and documents.
  • Supervises the preparation, revision, updating, and distribution of the department’s standards on details and specifications, estimating, and preparation of project specifications.
  • Monitor assigned section operations, identify problems, interpret concerns, define desired results, and develop solutions, determine scope and priorities of programs and projects, direct construction projects, and manage contracts.
  • Evaluates design and cost proposals for public works projects and Statement of Qualifications submitted by consultants and/or contractors.
  • Evaluates local transportation systems and regional transportation issues, reviews and approves transportation plans, assure effective communication and coordination of transportation planning issues and strategies with other departments, regional organizations, the Pinal County Transportation Advisory Committee (PC-TAC), and outside agencies, and assure project deadlines and performance standards are met.
  • Reviews technical documents and other records to evaluate data quality and accuracy, identify and correct errors and inconsistencies in documents and reports, and review and improve PWD policies and procedures.
  • Explains nature of assigned PWD programs and interpret policies, procedures, and services to clients and the general public.
  • Interviews and selects, and negotiates contracts with consulting engineers.
  • Writes analytical, often complex, reports.
  • Ensure manuals, standards, and policies are current and accurate.
  • Trains new and existing staff on work methods to ensure conformance with accepted standards.
  • Actively participates in career and critical skill development with subordinates and across the department taking on an informal and possibly a formalized mentoring role, where appropriate.
  • Conducts staff meetings.
  • Coordinates consultants submittal review and meeting with other branches and departments.
  • Accurate and often communication with Deputy Director and Director on potentially political or escalating issues from PW Sections.
  • Keeps current, accurate records on each working project.
  • Administers service contracts between the County and vendors, consultants, etc.
  • Writes or oversees the writing of Request for Statement of Qualifications to solicit interest in work from consulting engineers.
